November 1, 2023 WiDSETH <br />Design, Bidding, and Construction Phase Services for <br />Main (Gravdahl) Lift Station and Forcemain Improvements <br />City of Pequot Lakes <br />Page 6 <br />27. Prepare final construction drawings, including typical sections, plans, profiles, details, <br />erosion control sheets, and work zone traffic control sheets, as necessary. <br />28. Prepare construction specifications / contract manual. <br />Staging of the work and the temporary pumping needed during LS and FM construction <br />interruptions will be included in the construction contractor's responsibility. <br />We have seen situations, though, where the City wants to facilitate and coordinate that task. <br />We will coordinate and adjust as needed. <br />29. Estimate quantities and prepare a construction cost estimate. <br />It is important to NOTE that as with any construction <br />project, there may need to be modifications made to the <br />quantities in the field. As such, we recommend the City <br />budget a contingency of about 10% of the contractor's bid. <br />Biddinq Phase Scope of Work <br />30. Complete a Gopher State One Call, as required by State Law, prior to the bid. We will also <br />distribute plans to local utility company contacts. <br />31. Prepare an Advertisement for Bids for the City's official newspaper(s) and distribute plans on <br />QuestCDN. <br />32. Attend the bid opening and review bids with the City. <br />Construction Phase Scope of Work <br />33. The tasks in this phase are predicated on the City receiving a good set of competitive bids. <br />If, for some reason, that is not the case, we will work with the City, the MPCA, and the <br />funding agencies on the best way forward. For example, the funding agencies might be able <br />to find additional funding assistance. Or, we might need to reject all bids and re -bid. <br />34. We have worked with the City Public Works and Utilities Staff on previous projects. <br />On a project this size, they will have some time that they will need to invest assisting during <br />the construction phase. <br />However, the majority of the construction administration and observation time will be <br />provided by us. We know the City Staff still have their normal duties to perform. <br />35. Provide a Letter of Recommendation on Award of the construction contract, and assist the <br />City / City Council on this step. <br />36.
