After improvements are laid out far enough along to identify forcemain easement impacts, <br />we would prepare preliminary easement sketches. <br />In preparing this proposal — and without the benefit of any survey or preliminary layouts - we <br />are anticipating formalizing a 50 feet wide permanent easement for the forcemain. This is a <br />bit wider than what we might normally recommend, but, due to the anticipation of keeping <br />the existing forcemain in the ground, we are thinking this is an appropriate easement width. <br />21. Stake preliminary easements in the field for viewing by property owners and representative <br />from the City. <br />We have found that the best results are when a representative of the City takes the lead in <br />discussions with the property owners about obtaining easements. <br />If the City needs our assistance in acquiring easements, we will identify the effort necessary <br />at that time and provide those additional services as needed. <br />22. Once there is agreement with all of the property / parcel owners, we will prepare easement <br />sketch & descriptions. <br />These will include the existing conditions as well as the proposed easement location and <br />description for each of the individual parcels requiring an easement. We estimate there are <br />7 parcels. The City (or us) can then provide these to the City Attorney. <br />Note that the services of the City Attorney to prepare, execute, and record the actual <br />easement documents are not included in our scope of services. <br />Also, any payments to landowners for easements is not included in our scope of services. <br />There were placeholders / estimates for attorney time and easement acquisition costs in the <br />previous estimated project costs presented to the funding assistance agencies. <br />23. After improvements are laid out far enough along to identify possible impacts on electric, <br />natural gas, and telecommunications utilities, we will meet with these utilities to review the <br />project and they need to relocate their facilities. <br />24. Prepare plan and profile sheets for the forcemain, include detail sheets of air release <br />manholes and other details. <br />25. Prepare a Stormwater Pollution Prevention Plan (SWPPP). <br />Due to the anticipated disturbance during construction, the City and construction contractor <br />will need to obtain a National Pollution Discharge Elimination System (NPDES) General <br />Stormwater Permit from the MPCA. <br />26.
