November 3,2014 WIDSETH <br /> Proposal for Old 371 —Main to Rae <br /> City of Pequot Lakes SMITH <br /> Page 3 NOLTING <br /> From the south leq of Gravdahl Drive to the south leq of Rae Avenue (about 1,200 feet) <br /> a. Curb and guttered street. <br /> b. Two traffic lanes, each 12 feet wide. <br /> c. No parallel parking lanes. There will be 2 feet wide concrete gutters from edge of travel lane <br /> to face of curb. <br /> d. The total width of the street will be 28 feet face-of-curb to face-of-curb. <br /> e. For reference, at the south side of the intersection with the south leg of Rae Avenue, Old <br /> 371 is a 36 feet wide face-of-curb to face-of-curb section (from the 1990's Industrial/ <br /> Business Park improvements). <br /> f. There will not be any widening at or additional turn lanes for intersections. <br /> g. No sidewalks. There are none now, and the Paul Bunyan Trail is immediately to the west of <br /> the "Rae residential subdivision". <br /> h. With a 66 feet wide R/W and a 28 feet wide street, there would be a little over 18 feet of <br /> grass from behind the curb out to the R/W. <br /> i. No decorative street lights. <br /> j. Trees behind the curb (each one will not survive; it will take a while before they become <br /> mature). <br /> k. With the C&G, curb inlets/catch basins and storm sewer pipe will be needed. <br /> I. The initial plan is to pipe the drainage up to the existing infiltration basin on the north and <br /> east side of the intersection with the south leg of Gravdahl Drive. However,the elevations <br /> may not permit this—i.e. there may need to be a new infiltration basin constructed near an <br /> intermediate low point. This would involve easement definition and acquisition. <br /> m. The volume of the existing Gravdahl infiltration basin will need to be reviewed. Overflow of <br /> this infiltration basin in big storms should be looked at; possibly creating an overflow <br /> grassed swale to the south past the City lift station and then to the east towards a natural <br /> low area. This would involve easement definition and acquisition. <br /> n. From Crow Wing County's GIS website, it looks like there is only 33 feet of"recorded" R/W <br /> on the west side. The City would need to formally obtain/properly record 66 feet of R/W. <br /> o. There is watermain under the roadway down to the north leg of Rae Avenue, about"mid- <br /> block"for a fire hydrant, and at the south leg of Rae Avenue. There are no known problems, <br /> so it should not have to be replaced. However, the bury depth will be reviewed via valve <br /> depths. If a curb and guttered street lessens the cover over the watermain, insulation may <br /> need to be incorporated. Or, worse case, the watermain will need to be lowered. <br /> p. This may be the opportunity, though, for the City to install a few more valves in the <br /> watermain (usually at intersections). <br /> q. Except for an east-west crossing at Gravdahl Drive and improvements in the south Rae <br /> Avenue intersection (similar comments on cover to those made in regards to watermain), <br /> there is no sanitary sewer under the roadway. <br /> For the above improvements, following is our corresponding scope of services. <br /> 1. Research property corners, and locate horizontal and vertical survey control. <br /> 2. Make a Gopher State One Call and preferably obtain field information from utilities, but if not <br /> provided, obtain design maps from them. <br /> 3.
