The Planning Commission stated we could require a bond, such as with contractors or <br /> `-- developers, for the replacement of the beach area. Mr. Steffens stated he would like a <br /> chance to do the restoration before hiring someone like Landsburg. <br /> Mr. Steffens has hired a Landscape Architect. The Landscape Plan will be brought to <br /> the Planning Commission in January. Mr. Steffens needs permits prior to January. <br /> The cost of restoration needs to be determined. The City should require 125%of the <br /> actual restoration cost in either a bond or a certified check. Mr. Steffens will obtain <br /> the actual cost and supply the City with either a bond or a cashiers check for 125% of <br /> the actual estimated cost. The City can issue up to 2 permits prior to January. Once <br /> the silt fence is removed,the restoration is completed. <br /> Beach restoration: Biodegradable fabric log secured with wood stakes; riparian <br /> meadow forbs and sedges, sow seed mix in 1 inch depth of topsoil, secure with <br /> erosion control fabric, keep moist for duration of first growing season. <br /> A motion was made by Dean, seconded by Mark Hallan,to restore the beach area as <br /> described above, submit a bond or cashiers check for 125%of estimated cost, and <br /> plan must be received prior to Thanksgiving (November 27, 2008). After submittal <br /> of bond or cashiers check, permits can be obtained. All members voted"aye". <br /> Motion carried. <br /> #3. Clearing of vegetation within the SIZ: Photos have°been provided and are <br /> �., north of the beach area, east side of the resort. Mr. Miller stated that the pictures <br /> "before and after"pictures are not of the same locations. They are protecting the <br /> Shore Impact area and have not done any disturbance in those areas. Nothing has <br /> been done on any of the rest of the resort, only areas of construction. The former <br /> resort owner had numerous boats docked in this area For the next meeting,the <br /> Planning Commission has asked to have the SIZ staked so they, as individuals, can <br /> take a look at these areas. <br /> #4. Completion of permit conditions: These will be discussed in order as outlined <br /> in Mr.Marohn's letter of November 6, 2008: <br /> #3: Site Inspections by City Staff of Erosion Control Devices: No inspections by <br /> Staff have been done. Soil and Water have been out there several times. Mr. Miller <br /> thought they gave reports to City. City must be notified whenever erosion control <br /> devices are placed. Devices must be placed anytime there is construction or <br /> whenever a permit is pulled. <br /> #6.C: Vegetation Plan: The Vegetation Plan has not been received. It may head off <br /> some of the concerns by.neighbors, etc. Without the plan it is hard for Staff to tell if <br /> what they are doing is right or wrong. The sooner we get the plan,the sooner we can <br /> head off some of the concern. The Plan to be submitted at the January meeting.
