10.2. HOGTL Platting Proposal <br /> Mr. Spiczka stated that to sell the four acres in the Heart of the Good Life for <br /> the apartment project the City will need to create a four acre parcel first. He <br /> stated a stipulation of purchase agreement is to have the four acres. He <br /> stated the Widseth proposal to do this is attached. <br /> COUNCIL MEMBER PEDERSON MOVED TO APPROVE $5,700 TO <br /> WIDSETH TO CREATE THE FOUR ACRE PARCEL. COUNCIL RONNING <br /> SECONDED. MOTION CARRIED. 4-0 <br /> 10.3. HOGTL Continued Development Process <br /> Mr. Spiczka stated that we will have to go through this same process every time <br /> someone purchases a piece of property in the HOGTL. <br /> 10.4. HRA Update <br /> Mr. Spiczka stated Crow Wing County HRA is exploring if they would be <br /> interested in taking over the PL HRA. He said the CWC Executive Director <br /> would oversee operations. He stated the HRA Board would have to approve <br /> it. He said they will bring a wealth of knowledge. He asked the Council if they <br /> would like to make a formal recommendation to the PL HRA that it would be <br /> a good move for them. He stated the HRA Board would then work under a <br /> different umbrella. <br /> Pat Dittes, HRA Board Member said they may have a closed meeting to <br /> discuss with the current Assistant Director at the HRA who was given 60 <br /> days to feel out if it's a position that she would like to take over. She said her <br /> impression with if the CWC HRA would take over that they would only <br /> manage the financials and they still have to maintain a board, be responsible <br /> for maintenance and collecting rents. The Council agreed the financial piece <br /> seems to be the missing part for the HRA. <br /> MAYOR GARDNER MOVED TO MAKE A RECOMMENDATION THE PEQUOT <br /> LAKES HRA WORKS WITH THE CROW WING COUNTY HRA. COUNCIL <br /> CLEMENT SECONDED. MOTION CARRIED. 4-0 <br /> Mr. Spiczka stated he will draft a letter to send to the HRA. <br /> 10.5. Board and Commission Appointment <br /> Mayor Gardner stated the attached application was received from Rachel <br /> Mesa for consideration for appointment to the Planning and Zoning <br /> Commission <br /> COUNCIL MEMBER CLEMENT MOVED TO APPOINT RACHEL MESA TO <br /> THE PLANNING AND ZONING BOARD. COUNCIL RONNING <br /> SECONDED. MOTION CARRIED. 4-0 <br />
