10. DISCIPLINE AND GRIEVANCE POLICY <br /> It is the policy of the City, insofar as possible to prevent the occurrences of <br /> grievances and to deal promptly with those which occur. When any <br /> employee grievance comes to the attention of a supervisory employee, a <br /> department head, or City Council liaison they shall discuss all relevant <br /> circumstances with the employee, and his/her representative, if he/she so <br /> desires, consider and examine the causes of the grievance, and attempt to <br /> resolve it to the extent that he/she has the authority to do so. If the grievance <br /> is not dealt with satisfactorily at that level, the grievance may be carried to <br /> the next higher administrative level, including the City Council. <br /> Timing <br /> Grievances shall be responded to, in writing, within ten (10) business days <br /> of the original filing. For each administrative level involved in any <br /> grievance, said administrative level shall have ten (10) business days in <br /> which to respond in writing to the grievance. <br /> Conflict Resolution <br /> Conflict resolution including conflicts, issues or concerns between <br /> individuals covered by this policy and between persons excluded for <br /> coverage by this policy and all others and shall include all issues of conflict <br /> or concern not specifically addressed by the grievance procedures or <br /> disciplinary procedures set forth in this policy manual. Any said conflict or <br /> concerns shall be communicated through the following lines of authority: <br /> Employee, Department Head if applicable, City Council liaison or City <br /> Council. Said conflicts or concerns shall be responded to, in writing, within <br /> ten (10) business days of the original filings <br /> Discipline <br /> 1. General: City employees shall be subject to disciplinary action for <br /> failing to fulfill their duties and responsibilities, including following all <br /> policy regulations adopted by the City Council. It is the policy of the City to <br /> administer disciplinary penalties without discrimination. Discipline will be <br /> based upon the nature and severity of the infraction and conditions <br /> 24 <br />
