Law Enforcement: Sworn law enforcement personnel shall be <br /> disciplined within their department, pursuant to the Pequot Lakes Police <br /> Department Policy Manual, except in the case of severe infractions as <br /> defined in later sections of this policy, when the procedures set out in this <br /> section shall be used. <br /> 3. Disciplinary Action Procedure: The following procedure is required <br /> whenever disciplinary action is anticipated, except as set out in subdivision <br /> for law enforcement personnel. <br /> A. Obtain written and signed complaints. <br /> B. Written complaints shall be delivered to the person responsible <br /> for the department. In cases where there is a department head, but the <br /> complaint is against said department head, the written complaint shall <br /> be delivered to the City Council liaison assigned with supervising the <br /> department. <br /> C. In all cases, department heads or City Council liaisons shall <br /> contact the City Attorney for advice on procedure. The City Attorney <br /> shall advise the department head or City Council liaisons of the <br /> actions which must be taken. <br /> D. Where the complaint alleges behavior that meets the definition <br /> of"severe infractions" as outlined later in this manual, the department <br /> head or City Council liaison may suspend the employee without pay <br /> pending final determination by the City Council. However, if the <br /> employee is a military veteran, said department head must comply <br /> with the section titled as "Veterans' in this policy. <br /> E.
