City Council Minutes September 2, 2008 Page 9 of 12 Council Member Ryan questioned how response time is defined. Council Member Oraskovich stated he felt it was defined as drive time at the speed limit. Council Member Ryan suggested using 15 miles rather than 15 minutes. COUNCIL MEMBER ORASKOVICH MOVED TO AMEND THE MOTION TO STATE THAT THE POLICY BE AMENDED TO READ A 15 MILE DISTANCE RATHER THAN 15 MINUTE RESPONSE TIME. COUNCIL MEMBER RYAN SECONDED THE MOTION. Discussion was then held regarding where the 15 miles would start; would it be the odometer, the City Hall or the City limits. Council Member Sjoblad stated that he would like to table this to allow him time to ask questions. COUNCIL MEMBER RYAN WITHDREW HIS SECOND TO THE MOTION AND COUNCIL MEMBER ORASKOVICH WITHDREW HIS MOTION. The Mayor stated that Council Member Oraskovich would continue to work with the Chief on this issue. Council Member Oraskovich noted that as liaison he would like affirmation from the Council that the direction he gave to the Chief stands. It was the consensus of the Council to use the 15 miles as an interpretation until the policy is changed. 10.4. Special Council Meeting Dates for December The Clerk noted that the proposed meeting dates in December are in anticipation of the Council following the Truth in Taxation meeting requirements. She explained the requirements of the meetings. She also noted that because the City's preliminary levy is under the maximum levy for the TNT exemptions, the Council could decide not to hold the hearings. COUNCIL MEMBER ORASKOVICH MOVED NOT HOLD A TRUTH IN TAXATION HEARING. THE MOTION DIED FOR LACK OF SECOND. COUNCIL MEMBER RYAN MOVED TO HOLD THE TRUTH IN TAXATION HEARING ON MONDAY, DECEMBER 1, 2008 AT 6:00 P.M. COUNCIL MEMBER NAGEL MOTION CARRIED 5-0. COUNCIL MEMBER RYAN MOVED TO HOLD THE FOLLOWING MEETINGS: • DECEMBER 1, 2008 REGULAR COUNCIL MEETING (IMMEDIATELY FOLLOWING TRUTH IN TAXATION HEARING)
