City Council Minutes <br /> September 2, 2008 <br /> Page 9 of 12 <br /> Council Member Ryan questioned how response time is defined. Council <br /> Member Oraskovich stated he felt it was defined as drive time at the <br /> speed limit. Council Member Ryan suggested using 15 miles rather than <br /> 15 minutes. <br /> COUNCIL MEMBER ORASKOVICH MOVED TO AMEND THE MOTION <br /> TO STATE THAT THE POLICY BE AMENDED TO READ A 15 MILE <br /> DISTANCE RATHER THAN 15 MINUTE RESPONSE TIME. COUNCIL <br /> MEMBER RYAN SECONDED THE MOTION. <br /> Discussion was then held regarding where the 15 miles would start; would <br /> it be the odometer, the City Hall or the City limits. Council Member Sjoblad <br /> stated that he would like to table this to allow him time to ask questions. <br /> COUNCIL MEMBER RYAN WITHDREW HIS SECOND TO THE MOTION <br /> AND COUNCIL MEMBER ORASKOVICH WITHDREW HIS MOTION. <br /> The Mayor stated that Council Member Oraskovich would continue to <br /> work with the Chief on this issue. Council Member Oraskovich noted that <br /> as liaison he would like affirmation from the Council that the direction he <br /> gave to the Chief stands. It was the consensus of the Council to use the <br /> 15 miles as an interpretation until the policy is changed. <br /> 10.4. Special Council Meeting Dates for December <br /> The Clerk noted that the proposed meeting dates in December are in <br /> anticipation of the Council following the Truth in Taxation meeting <br /> requirements. She explained the requirements of the meetings. She also <br /> noted that because the City's preliminary levy is under the maximum levy <br /> for the TNT exemptions, the Council could decide not to hold the hearings. <br /> COUNCIL MEMBER ORASKOVICH MOVED NOT HOLD A TRUTH IN <br /> TAXATION HEARING. THE MOTION DIED FOR LACK OF SECOND. <br /> COUNCIL MEMBER RYAN MOVED TO HOLD THE TRUTH IN <br /> TAXATION HEARING ON MONDAY, DECEMBER 1, 2008 AT 6:00 P.M. <br /> COUNCIL MEMBER NAGEL MOTION CARRIED 5-0. <br /> COUNCIL MEMBER RYAN MOVED TO HOLD THE FOLLOWING <br /> MEETINGS: <br /> • DECEMBER 1, 2008 REGULAR COUNCIL MEETING <br /> (IMMEDIATELY FOLLOWING TRUTH IN TAXATION HEARING) <br />
