COUNCIL MEMBER ORASKOVICH
SECONDED THE MOTION. MOTION CARRIED 5-0.
10.3. Vehicle Policy
The City Clerk reviewed a proposed amendment to the vehicle policy that
would not allow any employee to drive a city vehicle home. She noted that
this includes the Police Officers.
COUNCIL MEMBER ORASKOVICH MOVED TO APPROVE THE
AMENDED VEHICLE POLICY. COUNCIL MEMBER SJOBLAD
SECONDED THE MOTION.
Council Member Oraskovich explained that not all officers live within 15
minutes of City Hall. He noted that he does not feel the 15 minute limit
should be extended. He further stated that at the suggestion of Chief
Braam, it was recommended the policy be changed to reflect that no cars
be taken home. He further noted that he sees this as a way to reduce fuel
costs. Council Member Oraskovich noted the City's Insurance Agent
stated that there is not a liability issue with transporting the Police Dog in a
privately owned vehicle.
Council Member Ryan stated that the policy was originally adopted with
the idea that once a police officer leaves home he is on duty. Council
Member Oraskovich stated that most of the time there are other officers
on duty that would answer the call.
Chief Braam addressed the issue. He noted that there were several
reasons why he did not believe the policy should be changed to not allow
any vehicles to be taken home. He noted that all police officers are first
responders and need a vehicle to respond with. Chief Braam talked about
the use of the vehicles for call outs, vehicle maintenance, and court time.
He indicated he would like to see the vehicle policy stay as it is and to
allow the Chief to make the judgment as to whether or not the officer
meets the time requirement of the existing policy.
Council Member Oraskovich stated that officers usually take cars to be
serviced on City time and further that the number of times dog has been
called out on emergencies this year is minimal. He further noted that there
usually is an officer on duty to handle first responder calls.
