City Council Minutes September 2, 2008 Page 7 of 12 recommended setting the preliminary levy at $1,522,106. She noted that the Council still has to settle the Union contract. The Clerk stated that if the Council would like to see more budget cuts, staff would like some recommendations as to how much or where to make the cuts. The Clerk recommended that the Council set the HRA preliminary levy at $31,000. COUNCIL MEMBER RYAN MOVED TO GO WITH A ZERO GROWTH BUDGET (NO LEVY INCREASE FROM 2008) AS A TARGET. COUNCIL MEMBER NAGEL SECONDED THE MOTION. MOTION CARRIED 4-1. COUNCIL MEMBER SJOBLAD OPPOSED. Council Member Ryan stated that we may not reach zero but we should start with this. Council Member Nagel stated that he is voting for this with the understanding that this is a goal. Council Member Sjoblad stated that he does not want this to affect City employees. Mayor Malecha stated that we should cut the budget by some but we may not reach zero and further that the cuts should not be at the expense of the employees. Council Member Oraskovich stated that this is a good guideline; however, it does not hold the City to the zero levy increase. COUNCIL MEMBER SJOBLAD MOVED TO SET THE PRELIMINARY LEVY AT 1,522,106. COUNCIL MEMBER ORASKOVICH SECONDED THE MOTION. MOTION CARRIED 4-1. COUNCIL MEMBER RYAN OPPOSED. COUNCIL MEMBER NAGEL MOVED TO SET THE HRA LEVEY AT $31,000. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5-0. 10.2. General Election Judges The Clerk presented a resolution showing the Election Judges for the �-- General Election.
