\.. 5.4 The Union may designate employees from the bargaining unit to act as a Steward <br /> and an alternate and shall inform the Employer in writing of such choice and <br /> changes in the position of Steward and/or alternate. Stewards shall not leave their <br /> work duties for Union business without prior permission of the Police Chief or <br /> designee and they shall notify the Police Chief or designee upon return to their <br /> work duties. If a grievance meeting with the Employer is conducted during <br /> working hours of the Steward, they will be allowed to participate in the meeting <br /> without loss of pay. Even if excused to conduct Union business during work <br /> hours, the Steward shall be obligated to respond to the needs of the service if <br /> called upon to do so. <br /> 5.5 The Employer shall make space available on the employee bulletin boards for the <br /> posting of Union notices and announcements. All notices posted on the bulletin <br /> board shall be initiated, initialed and dated either by the Business Representative <br /> or a Steward. No material shall be posted on the bulletin board which is <br /> derogatory to the Employer, its management or facilities or derogatory to <br /> individuals either expressly or by implication. The Employer reserves the right to <br /> remove any material that is inconsistent with this paragraph and shall promptly <br /> advise the Business Representative or Steward if the Employer has removed <br /> material. <br /> �,,.. 5.6 The Business Agent of the Union, upon request to the Police Chief, shall be <br /> granted permission to enter upon the Employer's premises at times mutually <br /> satisfactory to the Business Representative and the Police Chief, for the purpose of <br /> (1) meeting with the Police Chief or, with the permission of the Police Chief, with <br /> individual employees; (2) attending a Step 1 or Step 2 grievance meeting with the <br /> Employer representative; or (3) meeting with bargaining unit employees on an <br /> individual basis during non-work periods in a non-work area at a meeting place <br /> designated by the Police Chief. During such visits the Business Representative <br /> shall not interfere with the service or operations of the Employer or with on-duty <br /> employees. <br /> ARTICLE 6 <br /> EMPLOYEE RIGHTS - GRIEVANCE PROCEDURE <br /> 6.1 Definition of a Grievance: A grievance is defined as a dispute or disagreement as <br /> to the interpretation or application of the specific terms and conditions of this <br /> Agreement. <br /> 6.2 Union Representatives: The Employer will recognize representatives designated <br /> by the Union as the grievance representatives of the bargaining unit having the <br /> duties and responsibilities established by this Article.
