City Council Minutes <br /> August 5, 2008 <br /> Page 5of10 <br /> • Senior Citizens can no longer afford costs associated with the <br /> building; but they still want to use the building for their activities <br /> • Insurance agent Mark Jurchen has informed us of possible <br /> liabilities associated with allowing the seniors to sublease the <br /> building to other groups with no provisions for insurance. <br /> • The Historical Society would also like to utilize the main floor from <br /> time to time. <br /> The Clerk noted that because this is a City-owned building, the City should <br /> decide how it would like to see the building utilized. <br /> Mark Jurchen explained the requirements for insurance. He noted that the <br /> City is covered under an umbrella policy; however, he recommended that <br /> the City consider requiring insurance from groups that use the building. <br /> The Council discussed the issue of covering the fees for the main floor of <br /> the building. It was suggested that the City control the main floor and the <br /> Historical Society lease the basement of the building from the City and <br /> that they continue to cover the expenses for the basement. The Council <br /> also suggested that the City consider charging a fee for the use of the <br /> main floor to recover some of the expenses. <br /> COUNCIL MEMBER ORASKOVICH MOVED TO ASSUME <br /> ASSOCIATED COSTS OF THE MAIN FLOOR OF THE COLE BUILDING <br /> FOR THE MONTHS OF AUGUST, SEPTEMBER AND OCTOBER UNTIL <br /> A PLAN IS DEVELOPED AND APPROVED BY COUNCIL TO BE PAID <br /> FROM THE COUNCIL CONTINGENCY FUND. COUNCIL MEMBER <br /> NAGEL SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> It was the consensus of the Council to redraft the lease with the historical <br /> society. The Council asked the Clerk to work on drafting some guidelines <br /> for use of the building that could be reviewed by Council. <br /> 10.3. Pay Off General Obligation Improvement Bonds <br /> The Clerk noted that there are enough funds in the Industrial Park Fund to <br /> pay off the G.O. Improvement Bonds which can be called on February 1, <br /> 2009. <br /> COUNCIL MEMBER SJOBLAD MOVED TO PAY OFF THE BOND AND <br /> AUTHORIZE EHLERS TO BEGIN THE PROCESS. COUNCIL MEMBER <br /> ORASKOVICH SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 10.4. November City Council Meeting <br />
