The cost for fire services was estimated to <br /> be slightly higher than the current rate that Jenkins Township pays <br /> the City for fire services ($11,000). <br /> Clerk: <br /> The City Clerk presented costs for Attorney fees, Elections, and Audit <br /> fees. Council Member Ryan stated he would add another $5,000 due to <br /> possible audit increase. Implementation of Storm Water Management <br /> was discussed. The Clerk noted that she did not add staff time for this <br /> process. She also stated that the current staff would be busy the first <br /> year of an annexation with questions from residents but would more <br /> than likely settle down after that. She indicated that she did not <br /> anticipate the need to add additional staff. <br /> Planning and Zoning: <br /> Planning and Zoning proposed fees were discussed including the <br /> transition costs of updating the comp plan and the zoning map for <br /> Jenkins Township. Council Member Ryan noted that the number of <br /> zoning permits would be higher than stated as the City would issue <br /> many more conditional uses and variances than the County. <br /> Discussion was held regarding the possibility of the legality of the <br /> township contracting planning and zoning services. <br /> Council Member Ryan stated that he felt the proposed cost of$20,600 <br /> is too low considering the number of miles the City would be acquiring. <br /> General Discussion: <br /> Discussion was held regarding the increase in taxes that the Jenkins <br /> Township residents would see if they became part of the Pequot Lakes <br /> rural service district. Council Member Ryan did not feel it was fair to <br /> Pequot Lakes taxpayers to have the Township tax rate start at 20% <br /> and have it increase incrementally in a five year period to the Pequot <br /> Lakes rural service district rate. <br /> Council Member Nagel asked what kind of a situation we would have <br /> when a majority of Jenkins Township citizens don't want the <br /> annexation. He stated that he feels it is wrong for the Jenkins <br />
