January 18, 2013 Page 2 of 5 <br />Pequot Lakes and Ideal Township <br />Nelson Road Improvements Proposal <br />• We understood that both entities believed the sub -grade (material below the aggregate <br />base) in this area is suitable for use as roadway base and requested a 10 -ton pavement ! <br />structural design. The suggestion was that the roadway section consists of 5 inches of Class <br />5 under 2 -1/2 inches of bituminous pavement. <br />Based on this assumption, we would anticipate the Class 5 shoulders will be 7 -1/2 inches to <br />match the structural pavement thickness. <br />We recommend a pavement structural design be completed to determine the final roadway <br />section. This type of design would take into consideration average daily traffic counts, <br />vehicle size distribution, and sub -grade soil strength (R- value). This service is not included <br />in our proposal, but if desired, we can provide this as an additional service. <br />• We do not see the centerline alignment changing to a significant degree. If anything, the <br />centerline may shift to the west a bit due to the steep slopes along the east side. <br />• The desire is to clear and grub the entire RMf width. This will be a detail, though, that will <br />need to be coordinated with grading and other design features. <br />• This project will include improvements to short segments of Wild Acres Road on either side <br />of its intersection with Nelson Road. <br />• This project will include improvements to a short segment of Akerson Road as it comes <br />down the hill to its intersection with Nelson Road and Buschmann Road. <br />• At the Nelson Road — Ackerson Road — Bushmann Road intersection, the design will include <br />a reduction of pavement area and better edge definition (eliminate pavement in the <br />northeast corner and along the south side of the present intersection and potentially replace <br />these areas with shallow infiltration basins). <br />• Based on our very preliminary review of the project (obviously, there has been no design <br />done yet so that a cost estimate could be prepared using estimated quantities of work), the <br />project may cost $75 or more per lineal foot. With approximately 5,000 feet of construction, <br />a very preliminary construction cost estimate would be in the neighborhood of $375,000. <br />We recommend the City and the Township include contingencies (10% at this stage) in their <br />budgeting. A better cost estimate will not be known until a design is prepared. <br />• With such a cost, the project will exceed requirements for the quoting process, and an <br />engineered set of construction drawings suitable for public bidding would be prudent. <br />WSN proposes the following scope of services: <br />I.
