Mayor hand rails brought up and Dittes
said it has been brought up at the meeting twice. Public housing does not require
handrails and were not in good enough shape to go back up and there was not
money in the budget to go back up. Pederson asked if that was a board decision,
Ronning asked if there was an explanation given and said this is a benefit that
was taken away. When it became public housing it is a mix of people, came
down for painting and cleaning and became public housing so they did not go
back up. Ronning said it would be nice if someone visited to ask how things are
going. Mayor said the fear of bringing it up to the board is common among
residents. He said the HRA is not Idea to let them know the board cares.
Dullum said they cannot say that they are welcoming or unwelcoming. Mayor
said where would you put people if. Dullum said she could go talk to residents.
Deb complaints should follow a chain of authority and Tammy and Lynn should
be doing the daily operations and not the board. Doors are locked so no one can
get in so it would be difficult to discuss with residents. Mesa does the HRA have
their own website. Isn't clear where to send complaints. HRA could have an
Email account for comments and complaints. Mesa has not seen a single
complaint but he believes there should be out there. Ridgley clarify policy
decision, provide guidance or direction. Wonder if made decisions on board,
example Sibley terrace community room. Issue HRA paying for the clean-up
when residents using it. Put down deposit for the cleaning. Mesa suggestion box,
Lynn said can put it in rent box. Mayor said they are similar in duties .if there is
a problem with the staff how does the board know, residents are afraidMayor
said any issue he is bringing up has been addressed or well received.
Pederson zero power until we meet as a group, has got calls, met with people
and he comes back to staff and it becomes an agenda item if it needs to be
addressed with the entire Council. Dullum could have names and numbers
posted, Mesa said he is not that thrilled with his number being posted. Tyler
suggested an email address and Mesa said he would be ok with that. Copy in
office. Ridgley said they can use the rent box, he said their residents may not like
to use email. Dittes asked what type of complaints he is getting. He said
personnel more than building complaints. Ridgley said once the building became
mixed the handrails were not as needed as much. Pederson saying with current
seniors living there it is a big issue to them. Lynn said they tried to fix them and
they looked in the budget and could not afford them. Tamra said this decision
was made four years ago. The idea was to put them back up when the walls
were done. Mesa asked to put it on the agenda, but Tammy said the new 5 year
action plan was done in 2020. Board would need to decide to put it back on the
action plan and they would need to go get bids. Ronning sometimes people want
to just to feel like they are being heard. Mayor said they need to just feel like they
are being heard. Ridgley said they should know as a board if the City is getting
complaints, if they don't know the complaint exists they cannot do anything with
it. Ridgley said they can deal with their City liaison. Dullum said he should bring
them to the meeting, Tyler said he has in the past but he didn't feel like he was
being addressed Tyler asked if the HRA has a liaison, Ditties said she is
and Dullum said she is as well. Ken Daniels, talk to the residents, he is willing to
do that. Lives in Sibley. Get list of concerns to present to Lynn, the HRA board
