City Council Minutes <br /> September 6,2022 <br /> Page 4 of 5 <br /> said that would be great. He said that some of them do not trust the board for <br /> fear of retaliation. Tyler said not all of the complaints come to the meeting. Bob <br /> Peterson, was on the board for 40 years. When he was a board member they <br /> were informed of everything, they know every thing was going on. He said their <br /> was no discussion was going on between the board and executive director and <br /> every time no information being discussed. Heard their was a secret agreement <br /> between the board chair and the director. He came to the City and filed a <br /> complaint to the prior City Administrator and she had started to work on his <br /> complaint but she had left the City. He discussed the handrail and the director <br /> told him they are not going back up because the building was not handicap <br /> accessible anymore. He said the budget at West Grove, the board would hear <br /> financials every quarter in the past. Jackie Sindag comments about no body <br /> coming to the meeting, need to be more accessible. If a meeting is at 2 or 3 in <br /> the afternoon people cannot get to them. She suggested it to be a meeting in the <br /> evening occasionally. She said there are other ones that would like to go to the <br /> meetings but they work as well. Big feeling in the building that the board does not <br /> care, suspicion and don't know who they are. Ronning office on main street <br /> asked if open because it said by appointment. Eddie Watson former board <br /> member, not given operating budgets for any buildings. She said how do they sit <br /> at a board meeting and not have preliminary budgets or bills. She said she was <br /> ignored at every meeting. WG, Sibley, pine but never the Parkview. How can you <br /> legally pay a bill out of a budget that is not approved. Cannot authorized payment <br /> of bill because they do not see a budget. Went to chairman and said need a <br /> budget, approved in January, year plan, that's a capital improvement plan, <br /> resigned because they did not want the responsibility with approving bills with out <br /> financial information. Residents yelled at when they come to the meetings. What <br /> about tenants. Eddie said they have rotated the meetings in the past. Moved to <br /> the office where you can seat 4-5 people comfortable, meetings are not <br /> accessible. Ronning breath of fresh air had the meeting that the tenants can talk <br /> to the board members. More communication can happen now and opened eyes <br /> on hopefully how open people will be in the future. If Ken will be a spokesperson <br /> for the residents that would be great. Pete said that they should consider an <br /> evening meeting for accessibility. Dude said they need to keep it fair for all the <br /> properties. Mayor bylaws meetings will be held. Serious lack on communication. <br /> Pederson lack of interest or lack of understand, always presented as something <br /> that you cannot understand. City needs to pay attention to the town homes <br /> because that is what is being levied. Monthly look at P&L. Open lines of <br /> communication. Whatever happened in the past is the past and let move forward <br /> and do better in the future. Offered update from the Council on the HRA agenda <br /> if they would like it.
