Administration Report <br /> Rich stated Jason Murray will he here next month to present regarding the capital <br /> improvement plan in 2023 budget. <br /> 10.2. Boards and Commissions Draft Minutes <br /> Council received the following items: <br /> • September 20, 2022, draft EDC Meeting Minutes <br /> • September 8, 2022, draft Park Commission Meeting Minutes <br /> 10.3. ARPA Funds Requests <br /> Mr. Spiczka stated there is approximately$196,000 of ARPA funds that have not <br /> been accounted for and presented the list that city staff put together to use these <br /> funds for. He said he would like to see the software move to a cloud based <br /> financial software for better protection and more accessible. He said to digitize <br /> P&Z files to make files more accessible. He said to add a secure electronic gate <br /> and reader at the maintenance facility. He said with the reader the gate can stay <br /> shut all day and that protects equipment and protects from first amendment <br /> people. He said another item would be to Coleman drive. Mayor Gardner asked if <br /> McGill Street could be added, and Mr. Spiczka said we can since the funds have <br /> not been allocated yet. He said money would be good to allocate to the Park <br /> Commission to help them create and maintain the amenities in the park since we <br /> talk about it being a great asset and amenity. He said technology updates in the <br /> Council Chambers will enable meetings to be viewed online which will make <br /> things more transparent and accessible. He said there is a quote on one camera <br /> and microphones, and it could be moved if the Council chamber moves in the <br /> future. <br /> Mr. Spiczka said an all-terrain lift is on the list. He said we currently have on that <br /> allows staff to work on the inside, but we could not use it to for example get on <br /> the roof of City Hall. He said an all-terrain lift could be used to change streetlights <br /> and flagging. Nick Roy said currently to hire out to replace a lightbulb costs about <br /> $400. Mr. Spiczka said the amount listed for City Hall repairs and renovations <br /> barely scratches the surface of what needs to be done. He said to just replace <br /> concrete issues it would cost a lot more. He asked the Council for ideas of where <br /> to allocate funds. Mayor Gardner asked if the Building Committee has met and <br /> Mr. Spiczka said no they have not met yet. Mayor Gardner would like to see <br /> them meet and believes City Hall repairs should be number one. Discussion <br /> ensued about funds already allocated to the Police Department for radios. The <br /> Council agreed the items on list is important. Council Member Pederson stated <br />
