City Council Minutes <br /> October 3, 2022 <br /> Page 7 of 10 <br /> MAYOR GARDNER MOVED TO ACCEPT THE$15,385 BID FROM SCHRUPP <br /> EXCAVATING FOR COLEMAN DRIVE. COUNCIL MEMBER PEDERSON <br /> SECONDED THE MOTION. <br /> Discussion ensued on when this would happen, and it was decided it would <br /> probably not start until next year. <br /> MOTION CARRIED 5-0 <br /> Mr. Spiczka said all three entities agree that something needs to be done with <br /> Nelson/Wild Acres but he does not believe each entity has the same goal or <br /> vision for the road. Jenkins township is pro putting asphalt on the existing road. <br /> He said Ideal is pro moving forward and would like pavement and drainage <br /> improvements. Mayor Gardner asked if flattening hills is it a big increase. Tim <br /> Houle stated back in 2014 that is what City Staff wanted to do so that is what <br /> Widseth drew up and then the project got stopped before it went to bids. Council <br /> Member Pederson said to look at those drawings. Mr. Houle said they did try to <br /> shave off the hill a little bit and fill in dips but cannot do a lot or you have to go <br /> wider. He said is only included north south Nelson and not Wild Acres. The <br /> Council agreed to have Widseth look at the prior plan and go forward from there. <br /> Mr. Spiczka said the City is submitting a request to the County to put Patriot Ave. <br /> on their chip sealing contract. He said we can do it at reduced cost but the county <br /> does upcharge 4% of what the project is. He said to get on that list we have to <br /> have the Council say we will be chip sealing next year and $125,000 is the <br /> estimated cost. Mr. Spiczka said something needs to be done. Council Member <br /> Clement asked Mr. Houle the lifespan. He said we just don't know but he could <br /> throw out 5 years, but you need to keep up on crack sealing that helps and <br /> depends on the traffic. He said if you don't do anything the road deteriorates <br /> quickly. Discussed ensued about new striping. Nick Roy said we can have them <br /> do that too. Mr. Spiczka said it is difficult to find someone to do this. The Council <br /> consensus is to do this. Mr. Roy said it needs to be in on the 15th of November. <br /> Mr. Spiczka stated the City received a bid for paving the unpaved portion of <br /> McGill Street. Mayor Gardner believes it is to much but he would like to see it <br /> paved. Council Members Seils and Clement agreed it is a big cost for such a <br /> small stretch. The Council consensus was to table for the next time they have a <br /> project in the area. <br /> Rich Spiczka said we are still getting South Oak St parking complaints. <br /> Discussion ensued that there are permanent no parking signs and temporary no <br /> parking but people are not obeying them. Discussion was ensued about drainage <br /> basin on the west side of Oak being plenty big and that if the City worked with the <br /> school they could potential fit in diagonal parking if you fill in some of that <br /> drainage basin. Sgt Franz and Rich Spiczka said most complaints are <br /> landowners saying they are parked on their lawn or blocking driveways. Mr. <br /> Spiczka said he feels they have exhausted abilities at this point. The Council <br />
