Discussion ensued about how small the gate at the <br /> maintenance facility and upgrades would be great. Discussion ensued about the <br /> list. Mayor Gardner would like to see $15,000 moved to City Hall repairs, taking <br /> $10,000 from Coleman Drive and $5,000 from tech upgrades and to have the <br /> Building Committee to meet and prioritize City Hall repairs. <br /> MAYOR GARDNER MOVED TO ALLOCATE ARPA FUNDS TO THE ITEMS <br /> ON THE LIST WITH THE ADJUSTMENTS TO TAKE $15,000 FROM <br /> COLEMAN DRIVE AND$5,000 FROM COUNCIL CHAMBER TECHNOLOGY <br /> UPGRADES TO THE CITY HALL REPAIR ALLOCATION. COUNCIL MEMBER <br /> SEILS SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 10.4. Planning &Zoning Commission Member Resignation <br /> Mayor Gardner sated that Steve Caouette was forced to resign due to the <br /> meeting day and time change. The Council said the appreciate his time with the <br /> Commission and the Mayor asked if anyone knows of someone that can serve <br /> on the Commission to have them apply. <br /> 10.5. November Election Canvassing Meeting <br /> Ms. Duus explained that per MN State Statue the time period to canvass results <br /> of the General Election is from November 11th through November 18th. <br /> COUNCIL MEMBER RONNING MOTIONED TO HOLD A SPECIAL MEETING <br /> ON NOVEMBER 15, 2022 AT 6:00 PM FOR THE PURPOSE OF <br /> CANVASSAING GENERAL ELECTION RESULTS. COUNCIL MEMBER <br /> PEDERSON SECONDED. MOTION CARRIED 5-0 <br /> 10.6 Staffing Adiustments Plan <br /> Mr. Spiczka stated with Dawn Bittner's retirement approaching therefore City <br /> Staff met with Justin Burslie, City Planner from Sourcewell to discuss training <br /> Jenny Peterson to do a majority of Ms. Bittner's duties. He stated that others will <br /> go to himself and others to Mr. Burslie. He also stated that Dawn created an <br /> instruction manual for staff to refer to on everyday tasks. He stated we will shift <br /> some of Ms. Peterson's duties to other staff, for example Ms. Duus will take <br /> payroll and Jen LeBlanc will take on utility billing. Mr. Spiczka stated some duties <br /> may be able to shift back to Ms. Peterson once she is through the learning phase <br /> and has a routine in P&Z. Discussion ensued about absorbing a full-time position <br /> with current staff and to evaluate if the position will need to be filled in the future. <br /> 10.7 HRA Discussion <br /> Mr. Spiczka said he sent a summary of the discussion of the special meeting to <br /> Council. He said he will reach out to the HRA about a joint session when the <br /> HRA Executive Director is back from vacation. Mayor Gardner said it was a good <br /> discussion. <br />
