City Council Minutes <br /> October 3,2022 <br /> Page 6 of 10 <br /> Mr. Houle reminded the Council that during the Rasmussen Road map project <br /> they did a study and the did several different sketches and had two public <br /> meetings. He said they redid things a few times and he previously suggested we <br /> do something like that with this project but the decision was to skip that part and <br /> do the test section to receive feedback. He said we could still do open houses <br /> and sketches but the purpose of the test was to streamline that. Mr. Houle said <br /> they could do what Council Member Pederson suggested with the temporary test <br /> section and they do a better strip map sketch after that and then get some <br /> estimated costs. He also reminded the Council that they approved Widseth to <br /> look at a study of Main Street from the interchange to Patriot but the Council <br /> asked them to pause on that until they got this section figured out. Discussion <br /> ensued about the southern portion of Patriot Avenue. Discussion ensued about <br /> giving Widseth the reins to design it based on the likes and dislikes of the test <br /> section. Mr. Houle stated he did not think they would go to a full design since <br /> there are still questions. He said they would come back with here is one sketch <br /> with what they heard and what the Council wants to see happen. He estimated it <br /> would cost about$10,000. Mr. Spiczka asked if the Council goals are still the <br /> same with connecting the two sides/parks, create parking and slowing traffic <br /> down. The Council agreed that these are still the goals. Mayor Gardner asked <br /> the opinion of the Police. Sgt. Franz stated the turn lane is not favorable and it <br /> seems to create more problems than if people would have to stay in one lane <br /> and slow down. They said any turn lane would be tight but if they had to choose <br /> a right turn lane would be safer. <br /> COUNCIL MEMBER PEDERSON MOVED TO APPROVE WIDSETH TO WORK <br /> ON STEP TWO OF THE TEST WITH DRAWINGS FROM LAKE STREET TO <br /> NORTH OF SIBLEY AND TO TAKE$10,000 FROM THE HWY 371 FUND. <br /> COUNCIL MEMBER RONNING SECONDED THE MOTION. MOTION <br /> CARRIED 4-1. COUNCIL MEMBER SEILS OPPOSED. <br /> 9.5. Road Proiect Status Update <br /> Rich Spiczka stated bids have been received and will be opened on Wednesday <br /> October 5th for 9th Ave SW/Myers Rd. He said they are sealed bids with 5-ton <br /> and 10-ton road. He said we received bids from Knife River and Anderson Bros. <br /> Mr. Spiczka stated that each entity will discuss. Discussion ensued about it not <br /> being a corridor and to not be used by heavy trucks. Council Member Pederson <br /> said he will be against it if it will be made a corridor. Mr. Spiczka said other <br /> entities are for a 10-ton road at this time. Discussion ensued about the County <br /> Road being available for a corridor. <br /> Mr. Spiczka stated that Coleman Drive is to add a curve to help see both ways. <br /> He said it is an easier fix that could solve 80% of the issue. He said a stop sign <br /> would move to the north and make access safer but not necessarily changing the <br /> condition of the road. The Council was happy with the bid. Mr. Spiczka stated we <br /> need a safe entrance and exit at top of hill. Mayor Gardner asked if it included <br /> relocating the power pole. Nick Roy said the bid does not contain a utility cost. <br /> Discussion ensued about guardrails. <br />
