City Council Minutes <br /> July 5,2022 <br /> Page 4 of 6 <br /> Tim Houle presented the staff report. <br /> COUNCIL MEMBER CLEMENT MOVED TO APPROVE UP TO$3,000 FOR <br /> WIDSETH TO PREPARE THE SCDP GRANT APPLICATION. COUNCIL <br /> MEMBER RONNING SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 9.5. Patriot Avenue Test Section Discussion <br /> Mayor Gardner would like to discuss the temporary test section on Patriot <br /> Avenue. Discussion ensued regarding the north bound end of the test section <br /> where the straight/right turn lane is together, size of parking and driving lanes, <br /> signage, bump out sections, educational portion of test including communication <br /> with citizens and slowing of the traffic through the test section. <br /> Mayor Gardner asked the audience if anyone had an opinion: <br /> Tiffany Jeffers—Lakes Latte, would like to see trailer parking in a different area, <br /> agrees that the north end is confusing, would like the City to communicate better <br /> with the citizens and would have liked the City to communicate to the citizens <br /> before the test section was put up. <br /> Suzie Sunde—S. Oak St, stated she was not aware the test section was <br /> happening. She would like the City distribute to businesses a flyer that they could <br /> post to get the word out to the public. <br /> Nancy Vogt— Echo Lakes Journal stated she did have this subject mentioned in <br /> the City's article in May and June. <br /> Sergeant Franz suggested ordering a sign for each side of the test section. <br /> Consensus of the Council is for staff to order a yellow/black sign for 25 mph and <br /> paint the bump out portions of the road. Council Member Pedersen and Ms. <br /> Jeffers volunteered to pass out flyers regarding the test section. <br /> 10. Administration <br /> 10.1. Administration Report <br /> The May 2022, Administration Monthly Report was received by Council. <br /> Mr. Spiczka gave an overview of the Special Event Permit process, concerns <br /> about parking at Sibley Lake Park, Patriot Avenue, and inventorying the roads. <br /> Consensus of the Council is to have a Special Event Permit Application be <br /> included in the packet and as a separate agenda item under Administration. <br /> Council would like to see"No Overnight Parking"signs installed and <br /> communicate with Babinski's properties that the no parking will be enforced. <br />
