Draft Boards and Commissions Minutes <br /> Council received the following items. <br /> • May 17, 2022, draft EDC Meeting Minutes <br /> • June 21, 2022, draft EDC Meeting Minutes <br /> • June 21, 2022, draft HRA Meeting Minutes <br /> • June 9, 2022, draft Park Commission Meeting Minutes <br /> Council Member Ronning inquired about the Franchise Fees in the June 9, 2022, <br /> draft Park Commission Meeting Minutes. Council Member Ronning thought there <br /> were Franchise Fee funds designated to the splash pad. Ms. Peterson will verify <br /> how much money was designated for the splash pad. <br /> 10.3. Personnel Policies <br /> Mr. Spiczka presented the staff report: <br /> • Department handbooks and their relationship to City Policy <br /> • Employee Leave Time inconsistencies <br /> • Addition of Social Media policies <br /> • Creating competitive and up to date fringe benefits <br /> 10.4. Adoption of New Meeting Schedule <br /> Mr. Spiczka presented the staff report. Discussion ensued regarding meeting <br /> times and possible conflicts on days. <br /> COUNCIL MEMBER CLEMENT MOVED TO APPROVE THE NEW MEETING <br /> SCHEDULE. COUNCIL MEMBER RONNING SECONDED THE MOTION. <br /> MOTION CARRIED 4-0. <br /> Mayor Gardner asked the Council to reschedule the August 2, 2022, meeting to <br /> August 9, 2022. <br /> COUNCIL MEMBER CLEMENT MOVED TO RESCHEDULE THE AUGUST <br /> MEETING TO AUGUST 9, 2022. COUNCIL MEMBER RONNING SECONDED <br /> THE MOTION. <br /> Discussion ensued regarding who can make the rescheduled meeting. Council <br /> Member Pedersen does not want to start a precedence of changing meetings <br /> because one member cannot make the meeting. <br /> MOTION FAILED. OPPOSED WERE COUNCIL MEMBER RONNING, <br /> PEDERSON AND MAYOR GARDNER. <br /> 10.5. Ordinance Amendment <br /> Mayor Gardner presented the staff report. <br />
