Wellhead Protection Manager—Appoint Andrew Schwartz Mr. Spiczka explained the City needs to have a Wellhead Protection Manager to protect the aquifer. In the past, Dawn Bittner has been in charge of this. MAYOR GARDNER MOVED TO APPROVE APPOINTMENT OF ANDREW SCHWARTZ AS WELLHEAD PROTECTION MANAGER. COUNCIL MEMBER SEILS SECONDED THE MOTION. MOTION CARRIED 5-0. 10. Administration 10.1. Administration Report No questions. 10.2. Boards and Commissions Draft Minutes Council received the following items: • September 20, 2022, draft EDC Meeting Minutes • September 8, 2022, draft Park Commission Meeting Minutes 10.3. Budget Work Session Mr. Spiczka suggested a work session after the canvassing meeting. Mayor Gardner suggested a special council meeting for Tuesday, November 15, 2022. COUNCIL MEMBER SIELS MADE A MOTION TO APPROVE SPECIAL COUNCIL MEETING FOLLOWING REGULAR COUNCIL MEETING ON NOVEMBER 15t • MOTION SECONDED BY COUNCIL MEMBER CLEMENT. MOTION CARRIED 5-0. 10.4. EDC Goals Council Member Pederson stated at the EDC meeting they asked the Council to give them direction on some goals the Council would like to see happen. Mayor Gardner said that in the past each board sets their own goals and it can be hard to meet those goals. He said if they are wasting their time for six months on something that is just going to die what is the point?They want to have a little more meaning to what they are doing. Council Member Pederson stated that some of the past goals have been workforce housing, incentives and HOGTL marketing. Mayor Gardner said the EDC is onto something with the Pequot Lakes Incentive Program and said it is something that Brainerd has done. Discussion ensued about an EDA and HRA. Mayor Gardner stated that they have discussed the EDC working with the HRA in the past to talk about the pros and cons of setting up an EDA. Council Member Pederson said they talked about
