Mayor Gardner said it <br /> started with workforce housing and the EDC was the original ones to ask for <br /> financial information from the HRA and they never received them, and they have <br /> given up, so it is now on the Council's table. The Council agreed that the EDC <br /> could work on a marketing plan for bringing in new business and revenue with <br /> new residential development. The Council suggested the EDC identify the <br /> roadblocks relating to regulation or lack of regulations to bring in businesses or <br /> developments. They also suggested the EDC looks at ways to make the City <br /> more attractive for businesses. Mayor Gardner discussed the marketing video for <br /> the City and the Council added a goal for the EDC to get the video out for people <br /> to view. Discussion ensued about BLAEDC being involved with the EDC. <br /> 10.5. Lake Shore Wastewater Services Contract <br /> Mr. Spiczka said the City of Lake Shore approved and signed the contract for the <br /> City of Pequot Lakes to provide Wastewater Services. Signed contract is <br /> included in the council packet. PRASID is currently handling City of Lake Shore <br /> through the end of the year. Flexibility for either side to get out. 3% a year unless <br /> CPI goes up. <br /> COUNCIL MEMBER RONNING MOTIONED TO APPROVE WASTEWATER <br /> SERVICES CONTRACT WITH THE CITY OF LAKE SHORE. COUNCIL SEILS <br /> SECONDED. MOTION CARRIED 5-0 <br /> 10.6 November Election Canvassing Meeting Reminder <br /> Covered in 10.3, Special meeting on November 15, 2022, at 6:00 pm. <br /> 10.7 Certification to Taxes—Delinquent Bills <br /> Mr. Spiczka said there is a plan to revise process about how we do water shut <br /> offs. There are concerns on staff time and heated exchanges because of it. <br /> Larger cities don't do shut offs. We are looking at a middle of the road approach <br /> with shut offs, maybe twice a year instead of monthly. Mayor Gardner would like <br /> to hear more discussion on it. <br /> COUNCIL MEMBER PEDERSON MOTIONED TO APPROVE CERTIFICATION <br /> OF DELINQUENT BILLS. COUNCIL MEMBER SIELS SECONDED. <br /> Council member Clement states it seems to be the same people with delinquent <br /> bills. Further discussion ensued about how tiring the process is to shut off water <br /> for city staff and customers. <br /> MOTION CARRIED 5-0. <br /> 11. Other Business <br /> No other business. <br />
