Splash Pad - Update Ms. Peterson stated that the original donor(FM Foundation)for the splash pad will not reimburse the city for the down payment for the Splash Pad. There should be enough funds to cover the down payment with park dedication funds and donations collected so far. Discussion ensued regarding down payment, total fundsdonated, the original donor felt the city steered away from the original plan and took a long time to construct the splash pad. 7. Trailside Park Holiday Decorations - Recap Ms. Peterson stated the "Griswold" Committee met on February 24, 2022, to discuss a plan for Trailside Park Holiday decorations: • City Council approved $2,000 of the $9,148 franchise fee carryover for Parks is designated foi the decorations. Chamber has a $1,000 donation to be used for holiday decorations, and budget for 2022 is $1,800, for a total of$4,800 for 2022 • The Committee really light up the park and get businesses to get more involved to light up the community • The Committee wish list is $20,000 for the budget for lights • The city will be replacing the light posts this spring Discussion ensued regarding adding more decorations, brighten up the park, and franchise fees. 8. /Franchise Fees Ms, Peterson asked the Park Commission where they would like to designate the remaining 2021 carryover funds of$7,148 and the 2022 Franchise fees. Discussion ensued regarding 2021 carryover funds, 2022 Franchise fees, splash pad, Sibley Lake,Park improvements, and holiday decorations. COMMISSIONER CHURACK MOVED TO DESIGNATE THE $7,148 TO THE CONSTRUCTION OF THE SPLASH PAD. COMMISSIONER BOUCHER SECONDED THE MOTION. MOTION CARRIED 4-2. CHAIR JOHNSON AND COMMISSIONER MOELLER OPPOSED THE MOTION. Consensus of the commission is to designate the 2022 Franchise fees quarterly.
