Certification to Taxes—Delinquent Bills <br /> Ms. Peterson presented the updated list of preliminary certifications to taxes for <br /> utility accounts that are past due. She stated that State Statute allows <br /> municipalities to certify past due amounts to the County Auditor as a lien against <br /> the property. She stated that a letter was sent to each property owner informing <br /> them of the delinquency and the opportunity to appear before Council. <br /> Mayor Gardner asked if there is anyone present who would like to contest that <br /> assessment. No contestations occurred. <br /> COUNCIL MEMBER CLEMENT MOVED TO APPROVE RESOLUTION <br /> 21-29 ADOPTING ASSESSMENTS FOR UNPAID SERVICE CHARGES. <br /> MAYOR GARDNER SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 5.3. WAC/SAC Waiver Proposal <br /> Mark Jurchen presented on behalf of the Economic Development Commission <br /> and Workforce Housing Taskforce an idea to waive WAC/SAC fees in a <br /> proposed area. Mr. Jurchen stated the goal of this develop existing vacant lots <br /> where our water and sewer infrastructure already exists. <br /> MAYOR GARDNER MOVED TO APPROVE THE EDC AND MR. JURCHEN TO <br /> COMPLETE THE PERAMETERS OF THE FEE WAIVER PROGRAM AND <br /> PRESENT AT THE DECEMBER MEETING. COUNCIL MEMBER CLEMENT <br /> SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 6. Planning and Zoning <br /> 6.1. Planning Commission Report <br /> The October 21, 2021, draft Planning Commission minutes were received by <br /> Council. <br /> 7.1 Fire <br /> The September 2021 reports were received by Council. <br /> 7.2 AFG Truck Grant Update <br /> Chief Nelson presented the contract with Midwest Fire to purchase a new Tanker <br /> Pumper and Freightliner M2 106 Chassis in the amount of$291,000 to be <br /> delivered approximately June 2022. <br /> COUNCIL MEMBER RONNING MOVED TO APPROVE THE PURCHASE OF <br /> THE TANKER FROM MIDWEST FIRE IN THE AMOUNT OF$293,845. <br /> COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION <br /> CARRIED 4-0. <br />
