Certification to Taxes—Delinquent Bills Ms. Peterson presented the updated list of preliminary certifications to taxes for utility accounts that are past due. She stated that State Statute allows municipalities to certify past due amounts to the County Auditor as a lien against the property. She stated that a letter was sent to each property owner informing them of the delinquency and the opportunity to appear before Council. Mayor Gardner asked if there is anyone present who would like to contest that assessment. No contestations occurred. COUNCIL MEMBER CLEMENT MOVED TO APPROVE RESOLUTION 21-29 ADOPTING ASSESSMENTS FOR UNPAID SERVICE CHARGES. MAYOR GARDNER SECONDED THE MOTION. MOTION CARRIED 4-0. 5.3. WAC/SAC Waiver Proposal Mark Jurchen presented on behalf of the Economic Development Commission and Workforce Housing Taskforce an idea to waive WAC/SAC fees in a proposed area. Mr. Jurchen stated the goal of this develop existing vacant lots where our water and sewer infrastructure already exists. MAYOR GARDNER MOVED TO APPROVE THE EDC AND MR. JURCHEN TO COMPLETE THE PERAMETERS OF THE FEE WAIVER PROGRAM AND PRESENT AT THE DECEMBER MEETING. COUNCIL MEMBER CLEMENT SECONDED THE MOTION. MOTION CARRIED 4-0. 6. Planning and Zoning 6.1. Planning Commission Report The October 21, 2021, draft Planning Commission minutes were received by Council. 7.1 Fire The September 2021 reports were received by Council. 7.2 AFG Truck Grant Update Chief Nelson presented the contract with Midwest Fire to purchase a new Tanker Pumper and Freightliner M2 106 Chassis in the amount of$291,000 to be delivered approximately June 2022. COUNCIL MEMBER RONNING MOVED TO APPROVE THE PURCHASE OF THE TANKER FROM MIDWEST FIRE IN THE AMOUNT OF$293,845. COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED 4-0.
