She further explained that this also represents a <br />general city tax rate increase of 1.632% and a rural city tax rate increase <br />of 0.816 %. <br />The Clerk noted that if it is a goal of the City to keep the tax rates at 0% <br />increase, another $35,000 would have to be cut from the levy (in addition <br />to the $50,800 in cuts proposed by staff). She stated that budgets are <br />extremely lean and there is not much left to cut other than capital outlay or <br />staff. <br />Council Member Nagel questioned Mayor Adams whether an evaluation <br />on staffing needs was completed. Mayor Adams indicated that a study <br />was done. She distributed the findings to the Council members. <br />Discussion was held regarding the possibility of cutting a staff person to <br />half or quarter time. <br />Mayor Adams suggested that the expenditures from the 2009 general fund <br />budget and the 2010 proposed general fund budgets remain the same. <br />Nancy Malecha, Finance Administrator, indicated if this were the case, the <br />2010 levy would be less than 2009 but the City tax rates would be higher. <br />Council Member Ryan suggested no increases in pay for non -union <br />employees. Other suggestions for cutting expenses were discussed <br />including roads and streets capital outlay, Planning Commission wages, <br />and community policing. <br />COUNCIL MEMBER MALECHA MOVED TO MAKE THE FOLLOWING <br />CUTS FROM THE REVISED 2010 PRELIMINARY TAX LEVY OF <br />$1,481,800 IN ORDER TO KEEP THE 2010 GENERAL FUND <br />EXPENDITURES THE SAME AS THE 2009 GENERAL FUND <br />EXPENDITURES: <br />• $25,000 FROM ROADS AND STREET CAPITAL OUTLAY <br />• $2,500 FROM PLANNING AND ZONING <br />• $7,500 FROM COMMUNITY POLICING <br />MAYOR ADAMS SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />11.3. Delinquent Billing —Certification to Taxes <br />The Clerk noted that State Statute allows municipalities to certify past due <br />utility amounts to the County Auditor as a lien against the property. She <br />noted that the attached list shows property owners who are delinquent on <br />�... their accounts. All of the property owners have been notified by mail. <br />
