2 <br />• We intend to increase the training offerings from twelve to eighteen per year. In <br />addition, we will be adding a "Beginner" and an "Advanced" track (webinar only) <br />to train in new commission members. <br />• We have contracted to provide city maps in a universal (and affordable) Google <br />Earth format. <br />Network Community, Level III - $700 / mo for 10 hours <br />We offer communities in the Network Community Program the option to reserve <br />monthly planning hours at a discount rate. A Level II commits to 5 hours per month for <br />$350 while a Level III is 10 hours per month for $700. The effective rate under this <br />program is $70 /hour. Pequot Lakes is currently a Level III. <br />We have found that this program benefits communities that are committed to ongoing, <br />predictable planning work month to month. We are able to offer a discount in our rate <br />for such a commitment because the predictability also benefits us. To protect ourselves, <br />the program allows the banking of up to 20 hours of time. <br />In 2oo8, Pequot Lakes was wrapped up in issues surrounding Highway 371 and had <br />opted to delay the start of the Comprehensive Plan update until the beginning of 2009. <br />This put us in a position where a number of committed hours had gone unused. We have <br />a close relationship with Pequot Lakes and, with the understanding that we would begin <br />work on the plan update in early 2009, we agreed to allow the accumulated hours to <br />exceed 20.
