City Council Minutes <br />October 13, 2009 <br />Page 5 of 7 <br />-------------------- - - - - -- <br />Preliminary Levy Amount <br />The Clerk asked direction from the Council regarding the preliminary tax <br />levy. Nancy Malecha stated that she was able to increase the revenue <br />approximately $9,890.00. <br />Mayor Adams suggested forming a committee to analyze the staffing <br />needs in the City. Mayor Adams and Council Member Malecha stated they <br />would be a part of this committee. Council Member Sjoblad stated that <br />cutting staff would be difficult. <br />It was the consensus of the Council to request the staff to try and cut <br />another 5% to 6% from their budgets. <br />4. 4 -Day Work Week <br />The Clerk noted that staff has been requested by Council Member Nagel <br />to look into the possibility of moving to a 4 -day work week. She reviewed <br />some of the information gathered from other cities who have implemented <br />a four -day work week and articles of interest on the subject. She noted <br />`-- that the actual savings in fuel and electricity for the City would be minimal <br />due to the Police Department not being able to close and due to the Street <br />Department always needing at least one person on staff. The Clerk noted <br />the advantages of a 4 -day work week as follows: <br />• City hall would be open earlier and later than the normal hours — <br />making business more accessible to the public. <br />• There could possibly be some overtime savings. <br />• There would be minor savings in heat and electricity. <br />• Work comp claims would perceivably be reduced. <br />It was the consensus of the Council to take this item off the table and to <br />possibly revisit this in another 6 months or a year. <br />5. Cable TV Funds <br />The Clerk noted that the City of Pequot Lakes has received $4,052.28 <br />from the Heartland Cable Commission based on accumulated franchise <br />fees. She stated that there are no restrictions on how this money may be <br />used by the City. She further noted that Council Member Ryan suggested <br />that the City look into filming the Council meetings for playback on the <br />cable public access channel with the money being used for this purpose. <br />The Clerk noted that she researched some surrounding cities who play <br />their meetings over the public access channel and found that the <br />equipment was expensive.
