City Council Minutes <br />October 13, 2009 <br />Page 4 of 7 <br />COUNCIL MEMBER NAGEL MOVED TO ELIMINATE THE SUMMER <br />USAGE POLICY. COUNCIL MEMBER SJOBLAD SECONDED THE <br />MOTION. MOTION CARRIED 5 -0. <br />3.7. Highway 371 <br />The Clerk noted that the preliminary budget includes $35,000 for the <br />Highway 371 fund. She stated that Sibley Township began this fund and <br />levied $35,000 on a yearly basis. Council Member Malecha questioned if <br />this was part of the annexation agreement. The Clerk indicated she would <br />review the agreement. <br />It was the consensus of the Council to levy $20,000 for the Highway 371 <br />Fund if the Annexation Agreement allows the reduction from $35,000. <br />3.8. Wages <br />The Clerk informed the Council that at the August 11th Council meeting it <br />was a consensus of the Council that union employees will receive a step <br />increase based on a successful performance review plus a 2.5% cost of <br />living increase based on the union contract. The Council consented that <br />�- the non -union employees would receive a step increase only, based on a <br />successful performance review. The Clerk requested the Council to pass a <br />motion regarding wages. <br />MAYOR ADAMS MOVED THAT UNION EMPLOYEES RECEIVE A <br />STEP INCREASE BASED ON A SUCCESSFUL PERFORMANCE <br />REVIEW AND A 2.5% COST OF LIVING INCREASE AS INDICATED IN <br />THE UNION CONTRACT AND THAT NON -UNION EMPLOYEES <br />RECEIVE A STEP INCREASE ONLY, BASED ON A SUCCESSFUL <br />PERFORMANCE REVIEW. COUNCIL MEMBER SJOBLAD SECONDED <br />THE MOTION. MOTION CARRIED 5 -0. <br />3.8.A. Change in Pay Period Cycle <br />The Clerk noted that the Council suggested that staff look at the possibility <br />of changing the pay period cycle in an effort to save on overtime costs. <br />She indicated that staff looked at those who would be affected the most <br />(Public Works employees) and the analysis showed that the savings <br />would possibly be about $2,500. She stated that it was the consensus of <br />the staff to not make any changes to the pay period as it would have a <br />very minimal impact on the budget. <br />`.- It was the consensus of the Council to make no changes to the pay <br />period. <br />
