City Council Minutes <br />October 13, 2009 <br />Page 3 of 7 <br />-------------------------- <br />It was the consensus of the Council to remove the $5,000 from the <br />preliminary budget for another year. It was also the consensus of the <br />Council to form a committee to study the future of City Hall. <br />3.5.13. Capital Outlay for Sidewalks <br />Mike Loven noted that the preliminary budget includes $16,000 to repair <br />and replace existing sidewalks at City Hall. It was the consensus of the <br />Council to remove the $16,000 from the preliminary budget. <br />3.6.A. Capital Outlay Carryover for Water and Sewer <br />Mike Loven stated that the preliminary water and sewer budgets contain <br />$12,500 in each budget under Capital Outlay Carryover for the future <br />purchase of a generator and jetter. Mike Loven noted that there is money <br />in the Capital Outlay Carryover fund at this time that could be used toward <br />the purchase of this equipment. It was the consensus of the Council to <br />remove the $12,500 in the Water Capital Outlay Carryover Budget and the <br />$12,500 in the Sewer Capital Outlay Carryover Budget for 2010. <br />�-- 3.6.13. Water and Sewer Fee Increases <br />Mike Loven explained that he is proposing to increase fees according to <br />the rate study. Council discussion was held about the state of the water <br />and sewer funds. Council Member Ryan noted that the funds are in poor <br />shape and that they are very lean on staff. <br />COUNCIL MEMBER NAGEL MOVED TO ADOPT NEW WATER AND <br />SEWER USAGE FEES AS PROPOSED. COUNCIL MEMBER <br />MALECHA SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />Mike noted that second meters were being charge meter fees but deduct <br />meters were not being charged the meter fees. He noted that he did not <br />feel that the policy had to be changed, but just wanted to inform the <br />Council that the City would begin charging meter fees for deduct meters. <br />3.6.C. Summer Usage <br />Mike Loven informed the Council that the City is losing a lot of revenue in <br />the sewer fund due to the summer watering policy. He noted that to date <br />in 2009 the City lost $13,499. <br />\.. <br />
