Open Forum <br />Kim Bolz Andolshek -17546 West Twin Lakes Drive — Ms. Bolz- <br />Andolshek voiced her concern regarding the procedure followed for <br />switching from tax increment to tax abatement. <br />5. Presentations <br />5.1. Request for Tax Abatement by Oppidan, Public Hearing <br />Mayor Adams introduced Stacy Kvilvang from Ehlers and Jennifer Boulton <br />`— from Briggs and Morgan. Ms. Kvilvang explained that the Council will be <br />considering the request by Oppidan to grant tax abatement for a project <br />that will consist of a 30,000 square foot retail grocery store with a 3,000 <br />square foot ancillary business. Ms. Kvilvang explained the difference <br />between tax increment and tax abatement and the reason that the request <br />has been changed from tax increment to tax abatement. Ms. Kvilvang also <br />explained the requirements related to tax abatement. <br />MAYOR ADAMS MOVED TO OPEN PUBLIC HEARING. COUNCIL <br />MEMBER MALECHA SECONDED THE MOTION. MOTION CARRIED 5- <br />0. <br />Justin Bolz - Andolshek — 27546 West Twin Lakes Drive — Stated his <br />opposition to granting subsidy to the developer. He requested that the <br />developer be treated equal to the existing retail businesses in the City who <br />have not received a tax subsidy. Mr. Bolz - Andolshek reported on an issue <br />of TIF relating to Oppidan versus Gander Mountain. <br />Kim Bolz - Andolshek - 27546 West Twin Lakes Drive. — Stated her <br />opposition to tax abatement, especially to retail establishments as it <br />creates an unfair disadvantage. <br />
