August 25, 2o2a W i DSETH
City of Pequot Lakes
HOTGL Larsen Parkway Improvements
8. Design a new storm sewer system of catch basins, piping, and storm sewer manholes.
9. Prepare Larsen Parkway roadway drawings.
At the present time, we are not anticipating trail/sidewalks, decorative street lighting, or streetscape/
landscaping.
If these features are desired, we can work with the City on our efforts to include these.
10. Due to the amount of disturbance we anticipate, the City and construction Contractor will need to obtain
a National Pollution Discharge Elimination System (NPDES) General Stormwater Permit from the
Minnesota Pollution Control Agency(MPCA). We will also prepare a Stormwater Pollution Prevention
Plan (SWPPP).
11. Prepare construction drawings, including typical sections, plans, profiles, details, erosion control
sheets, work zone traffic control sheets, and cross sections as needed.
12. Review a "90%" set of Plans with the City, and make any necessary adjustments.
13. Prepare construction specifications/Contract Manual. This will include DEED BDPI requirements.
14. Estimate quantities and prepare a construction cost estimate.
It is important to note that as with any construction, there may need to be modifications made to the
quantities in the field. As such, we recommend the City budget a contingency of about 10% of the
contractor's bid.
15. Complete a Gopher State One Call, as required by State Law, prior to the bid. We will also distribute
plans to local utility company contacts.
16. Prepare an Advertisement for Bids, and distribute plans on QuestCDN.
17.Attend the Bid Opening and review bids with the City.
18. We have worked with the City Public Works Staff on previous projects. We have always appreciated
the capabilities of the City's staff to observe and administer a construction contract. But, due to the
funding assistance involved, the type of work, and the various other normal tasks facing the City Public
Works Staff, we are proceeding that our assistance will be needed during the Construction Phase.
If this changes, and City Public Works Staff can take care of some of these tasks,we will, of course,
dial back our efforts.
19. Construction phase material testing is not part of our scope of work.
We will assist the City in preparing a Request For Proposal from soil boring-geotechnical engineering
firms, review the proposals, and assist the City in contracting directly with such a firm.
20. Provide a Letter of Recommendation to the City, so that the City Council can award the construction
Contract.
