August 25, Zo2o W i DS E T H <br /> Brainerd/Baxter <br /> Honorable Mayor and Council Members 7804 Industrial Park Road <br /> City of Pequot Lakes PO Box 2720 <br /> 4638 County Road 11 Bvcter MN 56425-2720 <br /> Pequot Lakes, MN 56472-0361 218.829.5117 <br /> Baxter@Widseth.com <br /> RE: Proposal for Professional Services widsetr,.com <br /> HOTGL Larsen Parkway Improvements <br /> Pequot Lakes, MN <br /> Honorable Mayor and Council Members: <br /> As a follow-up to our comments at your August City Council meeting, we have prepared a proposal for the <br /> extension of City sanitary sewer, City watermain, new curb and guttered street, and corresponding storm <br /> drainage improvements along Derksen Road and down Larsen Parkway into the Heart of the Good Life <br /> (HOTGL) Development. <br /> This proposal includes tasks related to the Minnesota Department of Employment and Economic <br /> Development(DEED) Business development Public Infrastructure (BDPI)grant we assisted the City in <br /> obtaining. <br /> WSN Scope of Work <br /> For the above improvements, following is our corresponding scope of services. <br /> 1. We have conducted previous surveys in this area. However, we will need to make a new Gopher State <br /> One Call, re-establish horizontal and vertical field control, collect any field information, and prepare an <br /> updated base map. <br /> 2. Soils borings and a geotechnical report are not part of our scope of work. In the past, more times than <br /> not, due to the generally granular soils in the area, the City has elected not to obtain soil borings and a <br /> geotechnical report. <br /> But, with the amount of anticipated trenching on this project, there would be positives in obtaining this <br /> information. <br /> We can assist the City in preparing a Request For Proposal from soil boring-geotechnical engineering <br /> firms, review the proposals, and assist the City in contracting directly with such a firm. <br /> 3. Layout sanitary sewer extension. <br /> 4. Layout watermain extension. <br /> 5. After improvements are laid out far enough along to identify possible impacts on electric, natural gas, <br /> and telecommunications utilities, meet with these utilities to review the project and, if needed, their <br /> anticipated relocations. <br /> 6. Perform hydrology and hydraulic storm drainage calculations based around a 10-year recurrence <br /> interval. <br /> 7. Lay out a preliminary storm drainage collection system. As this is the first phase of roadway, we <br /> anticipate using a temporary stormwater management(infiltration) basin at the "end of the road". <br /> ARCHITECTS ■ ENGINEERS ■ SCIENTISTS ■ SURVEYORS <br />
