Signs all checks. <br />2. Performs personnel and risk management activities. <br />A. Responsible for the purchase of City's insurance coverage. <br />B. Acts as liaison between the City and its insurance carriers. <br />C. Assists in selection of employees and makes hiring recommendations to <br />the Council. <br />D. Responsible for personnel records. <br />E. Complies with data privacy laws per Minnesota State Statute. <br />3. Performs management functions. <br />A. Resolves complex problems and/or complaints from the public and others. <br />B. Prepares, coordinates, and presents special reports for the City Council. <br />C. Works with consultants on special projects; i.e., engineer, city planner, <br />financial consultants, auditors <br />D. Responsible for coordination and follow through of special city projects. <br />E. Assists in selection of vendors and contractors. <br />F. Reviews proposals, participates in negotiations, and reviews pricing for <br />proposals, contracts, and leases. <br />4. Performs administrative duties. <br />A. Composes written material. Drafts minutes of governing board meetings, <br />ordinances, and legal documents. <br />`-- B. Processes various licenses and permits. <br />C. Distributes and publishes public notices. <br />D. Acts as a representative of the City to City organizations such as the <br />Chamber of Commerce, BLADC, PLADO, etc. <br />E. Records minutes of Council meetings. <br />F. Maintains the City's records according to the State Record Retention <br />Guidelines. <br />G. Oversees and coordinates the City's website. <br />H. Executes and manages official City documents. Attests the Mayor's <br />signature on official documents wherever required. Maintains <br />responsibility for the City seal. <br />I. Recommends, clarifies, and drafts ordinances and city policies for Council <br />approval. <br />J. Administer issuance and renewal of miscellaneous licenses such as liquor, <br />gambling, transient merchant, and tobacco. <br />K. Prepares agenda and agenda packets and records minutes of the City <br />Council, Park Commission and Economic Development Commission. <br />Follows through with reauired action from all Board and Commission <br />meetings. <br />5. Coordinates election activities. <br />A. Coordinates and supervises the City's election process. <br />�,.. B. Hires and monitors training of election judges. <br />Page 2 <br />
