ADDITIONS TO AGENDA:
New Business:
b. Mark Schoeb — CUP
c. Darrell Lake — Final Inspection
ILI "A
a. Kline Funeral Home Re- vegetation Plan
Mr. Marohn explained that Kline Funeral Home cleared vegetation to make
improvements to the site. They indicated that they removed one tree and would let the
area re- vegetate. Simply have them let the site be or some light mulch on it that it
doesn't wash out and let it grow back. They didn't remove anything that won't grow
back within a year. Recommend they leave the buffer area alone and allow to reestablish
naturally.
The yellow on their landscape plan is the 50 foot buffer. They need to leave it natural
and it is supposed to have 50% screening. That would require 43 trees in the buffer area.
Shrubs could be substituted. Ordinance requires l tree per 200 square feet of property.
Trees should not be pruned of lower branches.
Mr. Marohn explained the Future Land Use Map and the Zoning Map.
They will need to meet the ordinance on type and amount. Seeding grass is not
sufficient. They removed one tree. Our recommendation would be to replace the one
tree, lease the buffer alone and put straw out there if they desire.
Mr. Williams stated there is also a signage violation. It was the consensus to complete
the re- vegetation plan first.
Staff was directed to notify Mr. Kline to replant 1 tree of his choice within the 50 foot
buffer area, let the rest of the native trees, bushes and grasses grow back naturally, no
grass seed. It must be allowed to grow back naturally.
The Kline Funeral Home sign along Highway 371 is illegal. Section 17 -5.4 E states that
"Lighting shall be minimal. Lighting shall be downward directional and shall be
compatible with the surrounding development. Lights approved with signs must be
turned off at the close of business each day. " Staff was directed to add this information,
along with a copy of the ordinance, to the letter above.
b. Mark Schoeb - CUP:
Staff explained the City had received a complaint that vehicles for sale were parked in
front of the Car Wash, as well as one with a large sign. He had been sent a violation
letter that also advised him he may be in violation of his Conditional Use Permit
conditions. He was advised that this matter was being taken to the Planning Commission
\..• when he failed to removed vehicles.
Minutes
Pequot Lakes Planning Commission
July 16, 2009
