City Council Minutes <br />March 3, 2009 <br />Page 7 of 10 <br />----------------------- - - - - -- <br />PROGRAM AND THE DISCONTINUATION OF PAY IN RELATION TO <br />THE PROGRAM. MAYOR ADAMS SECONDED THE MOTION. <br />Council Member Ryan stated that the K -9 program is a great program and <br />when the economy picks up he understands that this will be brought back <br />to the Council for reconsideration. <br />MOTION CARRIED 3 -0. <br />8.1. Emergency Siren Joint Maintenance Agreement <br />COUNCIL MEMBER MALECHA MOVED TO APPROVE THE REVISED <br />EMERGENCY SIREN JOINT MAINTENANCE AGREEMENT. COUNCIL <br />MEMBER RYAN SECONDED THE MOTION. <br />Chief Braam explained that the School District has withdrawn its support <br />for assisting with the cost of installation and maintenance of the new siren <br />that will be installed at the elementary school location. Chief Braam stated <br />that he has received donations to cover the school's cost. Chief Braam <br />submitted a revised maintenance agreement for Council consideration. <br />`- MOTION CARRIED 3 -0. <br />9. Public Works Department <br />9.A. Water/Wastewater Monthly Report <br />Report received by Council. <br />9.A.1. Utility Billing Procedures <br />Council Member Ryan explained that the existing procedure for handling <br />past due water utility accounts has been inconsistent. One problem that <br />continues to occur is that some property owners with past due accounts <br />seem to be in a cycle of continually receiving water disconnect notices and <br />then pay just a minimal amount to keep from being disconnected. Council <br />Member Ryan noted that the proposed policy requires the entire past due <br />to be paid prior to disconnect. <br />COUNCIL MEMBER RYAN MOVED TO APPROVE THE WATER <br />UTILITY DISCONNECT POLICY. COUNCIL MEMBER MALECHA <br />SECONDED THE MOTION. MOTION CARRIED 3 -0. <br />1-.1 9.13. Street Department Monthly Report <br />
