M City Council Minutes March 3, 2009 Page 5 of 10 -------------------- - - - - -- Council Member Ryan indicated that he is aware of people who are interested in serving on the Planning and Zoning Commission. He noted that one of these people tried to make application and was told that the application process was closed. Council Member Ryan stated that he would like to discuss the amount of time necessary to make application. He further stated that the two applicants who are reapplying have served three terms. Council Member Ryan stated that he feels the notice to the public was inadequate. Council Member Ryan also spoke about the previous policy versus the current policy in regard to term limits. Council Member Ryan requested the Council to follow policy and to reopen the seats for appointment. He stated he has people who want to serve and those who have applied are past their term limits. COUNCIL MEMBER RYAN MOVED TO REOPEN THE APPLICATION PROCESS. COUNCIL MEMBER MALECHA SECONDED THE MOTION. Council Member Malecha questioned when the positions were officially published and if there was an application deadline. Dawn Bittner indicated that the openings were published in the paper with a cut off date of January 27tH MOTION FAILED 1 -2. MAYOR ADAMS AND COUNCIL MEMBER MALECHA VOTING NAY. COUNCIL MEMBER RYAN VOTING AYE. Mayor Adams suggested defining a procedure for appointments to all boards and commissions. COUNCIL MEMBER RYAN MOVED THAT A WEEK PRIOR TO THE DECISION DATE IS ADEQUATE TIME TO CLOSE APPLICATIONS FOR ANY BOARD. COUNCIL MEMBER MALECHA SECONDED THE MOTION. MAYOR ADAMS MOVED TO AMEND THE MOTION THAT THE APPLICATIONS CLOSE TWO WEEKS PRIOR TO THE COUNCIL DATE. COUNCIL MEMBER MALECHA SECONDED THE MOTION. Council Member Ryan suggested that one week is enough time to process the applications. THE AMENDMENT CARRIED 3 -0. THE MOTION AS AMENDED CARRIED 3 -0.
