M <br />City Council Minutes <br />March 3, 2009 <br />Page 5 of 10 <br />-------------------- - - - - -- <br />Council Member Ryan indicated that he is aware of people who are <br />interested in serving on the Planning and Zoning Commission. He noted <br />that one of these people tried to make application and was told that the <br />application process was closed. Council Member Ryan stated that he <br />would like to discuss the amount of time necessary to make application. <br />He further stated that the two applicants who are reapplying have served <br />three terms. Council Member Ryan stated that he feels the notice to the <br />public was inadequate. Council Member Ryan also spoke about the <br />previous policy versus the current policy in regard to term limits. <br />Council Member Ryan requested the Council to follow policy and to <br />reopen the seats for appointment. He stated he has people who want to <br />serve and those who have applied are past their term limits. <br />COUNCIL MEMBER RYAN MOVED TO REOPEN THE APPLICATION <br />PROCESS. COUNCIL MEMBER MALECHA SECONDED THE MOTION. <br />Council Member Malecha questioned when the positions were officially <br />published and if there was an application deadline. Dawn Bittner indicated <br />that the openings were published in the paper with a cut off date of <br />January 27tH <br />MOTION FAILED 1 -2. MAYOR ADAMS AND COUNCIL MEMBER <br />MALECHA VOTING NAY. COUNCIL MEMBER RYAN VOTING AYE. <br />Mayor Adams suggested defining a procedure for appointments to all <br />boards and commissions. <br />COUNCIL MEMBER RYAN MOVED THAT A WEEK PRIOR TO THE <br />DECISION DATE IS ADEQUATE TIME TO CLOSE APPLICATIONS <br />FOR ANY BOARD. COUNCIL MEMBER MALECHA SECONDED THE <br />MOTION. <br />MAYOR ADAMS MOVED TO AMEND THE MOTION THAT THE <br />APPLICATIONS CLOSE TWO WEEKS PRIOR TO THE COUNCIL <br />DATE. COUNCIL MEMBER MALECHA SECONDED THE MOTION. <br />Council Member Ryan suggested that one week is enough time to process <br />the applications. <br />THE AMENDMENT CARRIED 3 -0. <br />THE MOTION AS AMENDED CARRIED 3 -0. <br />
