City Council Minutes <br />March 3, 2009 <br />Page 4 of 10 <br />-------------------------- <br />arm of the City and the Council could ask them to offer budget cuts in the <br />future. <br />Council Member Ryan stated that in 2008 the City paid Community <br />Growth in advance for hours not used in 2008. He suggested that the City <br />consider deferring payment to Community Growth until the 2008 time has <br />been used. <br />6. Planning and Zoning Department Monthly Report <br />Report received by Council. <br />6.1. Planning Commission Report <br />Report presented by Chuck Marohn. No Council action required. <br />6.1. Outlot in Branches Plat <br />Report presented by Chuck Marohn. Chuck explained that when the <br />Branches Plat was developed, Outlot A was designated to access the <br />Paul Bunyan Trail. He noted that the developer has offered this lot to the <br />City. Chuck noted that the Park Board has recommended that the City <br />Council accept the Outlot. <br />COUNCIL MEMBER RYAN MOVED TO DIRECT STAFF TO HAVE THE <br />CITY ATTORNEY DRAFT A DEED TRANSFERRING TITLE OF THIS <br />OUTLOT TO THE CITY. COUNCIL MEMBER MALECHA SECONDED <br />THE MOTION. MOTION CARRIED 3 -0. <br />6.2. Ordinance Amendment — Shoreland Conservation Desiqn <br />Chuck Marohn informed the Council that a majority vote of the entire <br />Council will be necessary to pass this ordinance. He recommended that <br />the Council table this until a full Council is present. <br />MAYOR ADAMS MOVED TO TABLE THE ORDINANCE AMENDMENT <br />UNTIL THE APRIL COUNCIL MEETING. COUNCIL MEMBER <br />MALECHA SECONDED THE MOTION. MOTION CARRIED 2 -1. <br />COUNCIL MEMBER RYAN VOTING NAY. MAYOR ADAMS AND <br />COUNCIL MEMBER MALECHA VOTING AYE. <br />6.3.
