4. The person should address all statements and questions to the presiding <br /> officer. The presiding officer will then refer any questions that are to be <br /> answered by the staff. <br /> 111. OPEN FORUM <br /> A. Purpose of Open Forum. Open Forum allows the audience to speak to the <br /> Council on issues that are not on the agenda. <br /> B. Rules. <br /> 1. The Mayor will recognize the member of the audience who wishes to <br /> speak. <br /> 2. The speaker shall state name, address, and topic. <br /> 3. The speaker shall limit the speech to no more than five three minutes. <br /> 4. The Council will not be required to render a decision on the issue at the <br /> immediate time of the request. The Council will request that staff research <br /> the issue and respond to either the Council or the requestor in a timely <br /> manner. <br /> IV. BOARDS AND COMMISSIONS <br /> A. Appointment Process. Various Minnesota Statutes authorize the City Council to <br /> establish Boards and Commissions to advise the City council or to operate some <br /> programs and facilities. These Boards and Commissions are for the purpose of <br /> facilitating the orderly conduct of City business and to provide an opportunity to <br /> receive public input into the various functions and programs of the City. <br /> The City Council has established the following Boards and Commissions: <br /> 1. HEARTLAND CABLE COMMISSION—to provide oversight and <br /> review of the Cable TV franchise and to report to the City Council. <br /> 2. HOUSING AND REDEVELOPMENT AUTHORITY—to provide <br /> affordable housing for all residents. <br /> 3. PLANNING AND ZONING COMMISSION—to advise the Council on <br /> planning and zoning for the orderly development of Pequot Lakes and <br /> recommend to the Council for adoption a Comprehensive Plan. <br /> 8 <br />
