H. Preserving Order . A statutory city council is authorized to preserve order at its <br /> meetings. The mayor, as the presiding_officer, is also vested with some authority <br /> to prevent disturbances. No one who is noisy or unruly has a right to remain in the <br /> Council Chambers. When the Council decides that a disorderly person should not <br /> remain in the meeting hall, the police maybe called upon to execute the orders of <br /> the presiding officer or the Council. If the whole audience becomes so disorderly <br /> that it is impossible to carry on a meeting, the Mayor has the right and duty to <br /> declare the Council meeting adjourned to some other time. The members of the <br /> Council can also move for adjournment. <br /> 1. Minutes. Minutes of each Council meeting shall be kept by the Clerk or in the <br /> Clerk's absence,the Finance Administrator. In the absence of both, <br /> the presiding officer shall appoint a secretary pro tem. Ordinances, resolutions, <br /> and claims need not be recorded in full in the minutes if they appear in other <br /> permanent records of the clerk and can be accurately identified from the <br /> description given in the minutes. <br /> 1. Approvals—The minutes of each meeting shall be reduced to typewritten <br /> form, shall be signed by the clerk and copies delivered to each Council <br /> member in the following month's agenda packet. At the next regular <br /> meeting following such delivery, approval of the minutes need not be read <br /> aloud, but the presiding officer shall call for any additions or corrections. <br /> If there is no objection to a proposed addition or correction, it may be <br /> `- made without a vote of the Council. If there is an objection, the Council <br /> shall vote upon the addition or correction. If there are no additions or <br /> corrections,the minutes stand approved. <br /> 2. !ape Electronic Recording—The proceedings of all Council meetings, <br /> (with the exception of closed meetings) shall be recorded en tape <br /> electronically. The tape—electronic recording of each meeting shall be <br /> clearly marked denoting type of meeting (i.e. regular, special,public <br /> hearing, etc.), date and time. The tapes electronic recording shall be kept <br /> in a secure storage area in chronological order and maintained for one <br /> year. Access to tapes the electronic recording shall be open to the public. <br /> Copies of tapes the recording may be made available for a fee as set by the <br /> Clerk's Office. <br /> J. Meeting Schedule. <br /> 1. Council meetings shall be conducted in the order of the prepared agendas, <br /> unless Council members agree to change the order to accommodate the <br /> public. <br /> 2. The regular meeting of the council shall be scheduled for the first Tuesday <br /> of the month will be sehe at 6:30 p.m. <br /> 5 <br />
