3. The presiding officer shall preserve order, enforce the rules of procedure <br /> and determine without debate all questions of procedure and order, subject <br /> to the final decision of the Council on an appeal. <br /> 4. The Presiding officer may make motions, second motions, speak on any <br /> questions, and vote on motions. <br /> 5. Any member may appeal to the full Council a ruling of the presiding <br /> officer. <br /> a. If the appeal is seconded, the member may speak once solely on <br /> the question involved and the presiding officer may explain his/her <br /> ruling, but no other Council Member shall participate in the <br /> discussion. <br /> b. The appeal shall be sustained if it is approved by a majority of the <br /> members present exclusive of the presiding officer. <br /> F. Votin . The votes of the members on any question may be taken in any manner, <br /> which signifies the intention of the individual members, and the votes of the <br /> members on any action taken shall be recorded in the minutes. If any member is <br /> present but does not vote,the minutes, as to that member's name, shall be <br /> recorded as an abstention. <br /> 1. Roll Call Vote - The votes of the Council will be taken by roll call when <br /> requested by the presiding officer. <br /> 2. Roll call vote will be done in alphabetical order, with presiding officer <br /> last. <br /> 3. Council Members may ask for a roll call vote by the Clerk on any motion <br /> or resolution. <br /> 4. The Clerk shall ask for a verification roll call if the vote of a Council <br /> Member is not clear on a voice vote. <br /> 5. A majority of all Council Members shall be necessary for approval of any <br /> ordinance unless a larger majority is required by Minnesota State Statute. <br /> Except, as otherwise provided by State Statutes, a majority vote of a <br /> quorum shall prevail in all other cases. <br /> G.
