risk. Mr. Adams stated that by leaving the trees in a natural state they will be fine. Mr.
`— Busch stated that removing up to 30% and looking from the lake you are able to keep the
majority of the screening, but it allows windows through to the lake.
When asked, Mr. Busch stated his education and employment background.
Ann Beaver asked if Tim Bastrup had approved the docking for the 40 mooring slips or
the additional docks also. Mr. Busch stated that he had approved all of them; he
reviewed each spot on the plan. Mrs. Beaver stated that he had approved them from a
fisheries standpoint, but did not say the docks were wonderful. Mr. Pederson pointed out
that Mr. Bastrup's letter indicates 3 mooring facilities. Mr. Moore stated that the DNR
input was only on the 40 slips. The City had only requested he review the 40 slips. We
cannot assume he approved the others.
Mrs. Beaver pointed out that the bluff area is not shown correctly on the Shoreline Use
Plan.
Mrs. Beaver stated that the Cullen Lakes Association is opposed to the proposed kayak
and sailing staging areas. The second beach area was to be restored. It seems much more
logical to restore it to its' native state and to do the launching from the boat ramp or the
docks. The dock areas are excessive. People can fish off of docks with boats.
When asked, Mrs. Beaver stated the Association would be against having a separate dock
... designated for skiing. The boat launch has a dock. In addition, the idea of having
motorized traffic in the Shore Impact Zone is unreasonable. Transporting the canoes and
kayaks to the staging area will make it impervious.
Mr. Woog asked to receive a clean plan with the items the Planning Commission is
charged with, the requirements in the Conditional Use Plan.
Mr. Busch recommended using the same alignment as current path. Mr. Marohn asked to
see a plan that shows where the road actually is and to make it a less intensive path. Part
of the road is wide enough to be a road. There needs to be some restoration of a part of
that to make sure it is only an 8-foot path, not a traveled road.
Grading on the existing beach was discussed. Mr. Marohn explained that a substantial
amount of sand was brought in with no forethought to keeping the sand in place. The
Plan does address that issue and makes the existing beach a more stable entity over the
long term. We could look at that being resolved. More permitting would be needed as
only 10 cubic yards is allowed and he believes more than that was done. That would
require an After-the-Fact permit or a Conditional Use Permit.
Applicant was advised to bring back a clean copy of the Plan with as much detail as
possible. Rather than managing the Shore Impact Zone, just let it be natural.
MINUTES 7
Pequot Lakes Planning Commission
January 15, 2009
