`— Mr. Marohn stated that the CUP required the Vegetative Management Plan. Ideally, the <br /> Vegetative Management Plan is approved before Final Plat approval. We had an <br /> agreement to review the Vegetative Management Plan later. He doesn't feel the CUP <br /> needs to be reopened. The Vegetative Management Plan needs to meet approval. The <br /> Planning Commission has the discretion to accept additions or not. We could also ask the <br /> City Attorney. <br /> Mr. Woog asked why the extra docks were added. Additional docks could be used as <br /> slips. Mr. Connor stated that no docking was originally included. This is a result of <br /> meeting with the DNR. It is not really a change. <br /> Mr. Pederson stated that there could be signage against mooring. Centralized docking <br /> doesn't exist on this plan. He asked if the DNR has seen this Plan or had they come up <br /> with the Plan. Mr. Connor stated the Plan was shown to them. Mr. Pederson asked if <br /> anyone other than the Fisheries Department had looked at the Plan. Mr. Connor stated <br /> that the Aquatic Department had also looked at the Plan. Mr. Pederson stated the extra <br /> docks surprised him. Some of them appear to be over 125 feet long. <br /> Mr. Moore stated the CUP required the Vegetative Plan and the docking with 40 slips. <br /> That is what the Planning Commission should deal with tonight. The extra building, etc <br /> is not what the Planning Commission needs to approve tonight. ; <br /> Mr. Derksen stated he fought for less than 40 slips and will not approve anything more. <br /> If more docks are requested, drop some of the slips. <br /> Mr. Hallan stated that the length of the dock is necessary to get past the vegetation or to 4 <br /> feet of navigable depth. <br /> Mr. Adams asked if there was a plan putting all of the docks on one side. Mr. Busch <br /> stated that this is the plan. Tom Steffens stated that the DNR thought the 3 separate <br /> locations were aesthetically appealing. <br /> Ann Beaver, President of Cullen Lakes Association, stated that placing mooring spaces <br /> on the east side of the peninsula will be much less intrusive for anyone using the lake. <br /> Putting them all on the west would be more intrusive. They are out of the way and will <br /> not disturb the fisheries. <br /> Mr. Adams stated that the notes on the Plan indicate not removing more than 40% of a <br /> specimen's roots. That seemed like too much root removal. Mr. Busch explained that a <br /> tree can survive if not more than 40% of the roots are removed. Mr. Adams asked if the <br /> tree would survive longer if nothing was done to the roots. Mr. Busch stated that with no <br /> stress or strain, the tree would survive longer. <br /> Mr. Adams asked why they are proposing to prune 30% of the healthy trees.
