than 200 feet from the southern tip of the point. Private storage locker structures are
planned along the east shore. There may be up to 4 structures but they will be low in
height, with a maximum height of 8 feet. This will be helpful in maintaining cleaner
grounds. The storage structures meet the 75-foot setback and will be located behind
existing screening.
Mr. Habein asked if the additional storage structures and bathroom should have been
included as part of the Final Plat approval. Mr. Marohn stated that it would not have
been part of the platting document. We may need to determine if it is a change in the
Conditional Use Permit or not.
Mr. Williams asked if the bathroom building was included on the sewage plan. Mr.
Marohn stated that it was not,but from a design standpoint, there is still the same
capacity. Mr. Williams asked if underground tanks were proposed or satellites. Mr.
Connor stated it will be hooked into the sewage system. He further stated that the closest
facility is the lodge and this provides an amenity for those using the area.
Mr. Hallan pointed out that the collection lines cannot be within a 50-foot radius of the
wells. This will need to be addressed. Mr. Williams'stated this will need to be added to
the sewer plan.
Mr. Adams asked why this bathroom building was necessary. Mr. Busch replied that it
could be used by handicapped or elderly patrons and the nearest facility is at the lodge.
`.. This may become a destination point for some users. Mr. Hallan stated they will need to
find out how to get sanitary sewer out of there before they can determine the building will
be used. Mr. Busch stated one option could be the use of portable satellites inside an
architectural design.
Mr. Williams stated that he sees a need for this building, but it should not be part of the
Vegetative Management Plan. Three structures have been added that were not part of the
original plan. This should not have been introduced tonight and it should be removed
from the Plan. The structures could be brought back as an amendment.
Tim Moore stated that he works for WSN and has worked with Tom Steffens and has
encouraged everyone to be upfront with the Planning Commission and include as much
information as possible.
Mr. Woog stated that the concept of the original Conditional Use Permit was to leave the
shoreline as it was, natural. Forty slips were approved with 20 canopies. There is now
additional dock structures, bathroom, lockers, kayak area, multi-use trail and an 8-foot
wide wood chip trail that will become impervious. The majority of this is within the
Shore Impact Zone. The animal is different. A section of shoreline has been staked for
us to look at the clearing that has been done over the last several years. It is difficult to
see because of the snow. There is no screening of the new units that have been built.
More pruning is proposed, as well as picnic grounds along that same section of shoreline.
These items have not been seen before. Does this change the Conditional Use Permit?
MINUTES 5
Pequot Lakes Planning Commission
January 15, 2009
