Study <br /> • If a project is not a"sure thing", this identifies major components/issues and <br /> gets everyone into a"ballpark" for scope of improvements and cost. <br /> • Also good to look at the"bigger picture"at this stage. <br /> • Costs are estimated based on previous contractors' bids. <br /> • A Masterplan/CIPlan would be good input into and a starting point for <br /> studies. <br /> B. Funding <br /> • Assessing requires going through a certain process, and requires City legal <br /> and financial consultants. <br /> • Obtaining loans and grants takes a lot of time, requires going through certain <br /> processes, and requires City legal and financial consultants. <br /> C. Design <br /> • If the final design doesn't match the study layout,there will most likely be <br /> changes in the estimated project cost. <br /> • Need to allow time for submittals to regulatory agencies, and for bidding, <br /> opening and awarding bids, and for executing legal construction contracts. <br /> • Various funding requirements and time frames may also need to be <br /> considered. <br /> D. Construction <br /> • Need to be aware that it is very rare to have construction match perfectly with <br /> the design. City, Contractor, or Engineer may find situations in the field that <br /> need corrections or will result in enhancements. <br /> • There are usually regulatory or funding agency requirements, hoops to jump <br /> through, etc. <br /> • On-site observation, especially with underground work, is important. A lot of <br /> money is being spent and trying to save a few dollars by not following all the <br /> way through during construction may cost more money in the long run. <br /> • There is usually some kind of disruption to the public during a construction <br /> project.
