Review of Existing System- 1960's vintage-(Gravity Sewers, Lift Stations, <br /> Forcemains, WWTP Ponds,Aeration System, Spray Irrigation Field) <br /> Mapping of existing system; paper maps presently; WSN has some computer <br /> files. Pull together a comprehensive computer based map?Estimate $4,000 to get <br /> a start with periodic updates after that. <br /> B. Public Awareness (P&Z opportunity?)-monitoring wells around the spray <br /> irrigation field <br /> C. Future Enhancements/Extensions? (Masterplan) <br /> As the area continues to grow,the City needs to keep looking at how they can <br /> most efficiently treat and dispose of their wastewater. <br /> The present ponds and spray irrigation field will not be appropriate forever. <br /> Past proposal for, what the MPCA calls, a Facility Plan to look at possible future <br /> scenarios for the wastewater treatment plant. In past years, we have assisted the <br /> City in submitting grant applications to help pay for the estimated $35,000 cost to <br /> do the Facility Plan. These applications have not yet been successful. <br /> Proactive Masterplan for sanitary sewer service - should be in place before <br /> development or environmental pressures dictate the improvements. <br /> This Masterplan should not be a"sanitary sewer pipe" everywhere approach. It <br /> needs to look at providing different types of services for different areas depending <br /> on density and other factors. For example, a group of 20 homes next to a lake <br /> might warrant a cluster system that the City would own and maintain. <br /> D. For sanitary sewer extensions or replacements,the MN Pollution Control Agency <br /> (MPCA) requires construction drawings and specifications signed by a licensed <br /> professional engineer. <br /> E. Assessment Policy(new and pro-rated on age of replacements). <br /> F.
