February 27, 2019 WIDSETH <br /> Proposal for Rasmussen Road Design SMITH <br /> City of Pequot Lakes <br /> Page 2 , NOLTING <br /> Previous Study: <br /> As presented in the previous Rasmussen Road Study, the four blocks of improvements will <br /> include curb and gutter, possible 'bump outs' at intersections, driveway aprons, a mix of <br /> parallel and diagonal parking, a new pavement/subgrade structure, sidewalks, decorative <br /> street lights, and possibly inclusion of trees or other landscape plantings. <br /> Utility Replacements: <br /> There is sanitary sewer(roughly 50+ years old) under the northerly two blocks. Before <br /> placing new street improvements on the surface, and after initial discussions with the City's <br /> utility staff, we are including efforts to remove and replace the old sanitary sewer. <br /> There is watermain (also roughly 50+ years old) under all four blocks. Before placing new <br /> street improvements on the surface, which might slightly lessen the cover over the <br /> watermain pipe, and after initial discussions with the City's utility staff, we are including <br /> efforts to remove and replace the old watermain. <br /> As electric, natural gas, and telecommunications utilities are in the City R/W"by permiY', we <br /> anticipate they will need to relocate (at their cost)for construction of these proposed <br /> improvements. <br /> However, these relocations can take unknown coordination and time. <br /> Funding: <br /> We understand that the abutting private property owners will not be specially assessed for <br /> these improvements, and the City will use turn back and general tax levy (and possibly <br /> bond)funds to pay for these improvements. <br /> WSN Scope of Work <br /> For the above improvements, following is our corresponding scope of services. <br /> 1. Conduct office research, and locate horizontal and vertical survey control. <br /> 2. Make a Gopher State One Call and preferably obtain field information from utilities. <br /> Sometimes they do not provide field locates, and if this is the case, we will have to obtain <br /> design maps from them. <br /> 3. Field survey all underground and above ground features within the area of anticipated <br /> improvements. <br /> 4. After improvements are laid out far enough along to identify R/W impacts, prepare R/W <br /> Maps/Sketch & Descriptions. <br /> If the City needs our assistance in acquiring R/W, we will identify the effort necessary at that <br /> time and provide those additional services as needed. <br /> 5. Soils borings and a geotechnical report are not part of our scope of work. In the past, more <br /> times than not, due to the generally granular soils in the area, the City has elected not to <br /> obtain soil borings and a geotechnical report.
