Policy Five: High levels of maintenance of individual sewage treatment systems should <br />�-- maybe not be limited to shoreline areas. The City should start with an inventory of the <br />existing systems. The Wellhead area should also be included. Five -year inspections may <br />be too often after the inventory is completed — ten years may be more realistic. <br />Education is key. <br />Changes in the other sections of the document: <br />The Action items are from the old plan and should have been deleted. Our next step will <br />be to update the Action items. <br />Page 20, line 4, goods, not good. <br />Next steps, develop strategies: <br />Inviting residents to a meeting is a good idea but there generally is not broad <br />participation. Mr. Marohn would like to utilize an online interactive page where we can <br />place every policy from the Plan so everyone can read it and comment between now and <br />the end of the year. If the necessary amounts of comments are not obtained, we could <br />then host a public gathering. There would be no cost to the City for this interactive page. <br />It was the consensus to move ahead with this online site. <br />The meeting was called to order by Vice -Chair Adams at 7:00 p.m. <br />L. Vice -Chair Adams opened the public hearings: <br />APPLICANT: David Lind <br />Applicant requests a Variance to Replace Non - Conforming Dwelling with Larger <br />Dwelling within Lake Setback, also Encroach SSTS within Sideyard and Street <br />Setbacks (continuation) <br />Mr. Marohn explained he had met with the applicant and his surveyor on site. The target <br />was to get the impervious coverage below 25 %; 24.7 is proposed. As part of the <br />stormwater management plan ponds and rain gardens are included on the site plan. The <br />water will be captured. The porch is now replaced with a walkway. Pavers are to be <br />removed from the sidewalk and by the water. Eight of the previous conditions have been <br />satisfied; staff recommends including condition #4 and the addition of #10, as corrected. <br />Applicant was present. He presented a drawing indicating the pond between the house <br />and the neighbor to the north. He stated there is no water getting to the lake; it soaks into <br />the lawn. The pond will not work as indicated because of the slope. Trees are included <br />on his drawing and there are utilities there as well. <br />Mr. Hallan stated the north pond cannot be constructed as indicated on the site plan.
