OR
MINUTES
PEQUOT LAKES PLANNING COMMISSION
REGULAR MEETING
NOVEMBER 18, 2010
PRESENT: Tom Adams, Deb Brown, John Derksen, Bill Habein, Mark Hallan, Scott
Pederson and Cheri Seils. ABSENT: Tom Woog.
CITY PLANNER: Charles L. Marohn, Jr., PE, AICP
ZONING ADMINISTRATOR: Dawn Bittner
CITY COUNCIL LIAISONS: Craig Nagel and Tom Ryan
COMPREHENSIVE PLAN DISCUSSION
Infrastructure Section:
Mr. Marohn passed out draft Policies for discussion. He instructed the Planning
Commission to disregard pages 39 and 40 in the packets and to replace with the new
pages. There are three things he would like to cover this evening:
1. Infrastructure Policies;
2. Comments on other sections;
3. Next steps, creating strategies.
Policy One: Mr. Marohn read the policy. Councilman Nagel stated that the City had
completed a rate study and are implementing same. Mr. Marohn would like to look over
this study. Councilman Ryan stated that the general sense is that the funds are holding
even; if there were growth, the City would have the opportunity to set aside funds.
Add "maintaining" to cover repairs. Capitol equipment such as lift stations and major
repairs are not general maintenance; they are a separate item.
The water /wastewater reserves are minimal; they are not specifically designated, but
there are funds. The sewer infrastructure may be 50 years old and in need of repair.
Policy Two: Line 20, levels being unmanageable was discussed and whether it was a true
statement.
Policy Three: Are inducements necessary to get people to invest in these areas? We
need a code that doesn't have obstacles preventing reinvestment.
Policy Four: To scale back infrastructure maintenance, roads could be built narrower.
The funds saved could be used in other locations to enhance them. There could be
several road standards to apply to different situations.
Minutes
Pequot Lakes Planning Commission
November 18, 2010
